LAST WEEK IN YOUR SCHOOL BOARD

On April 27th attended the North Royalton Educational Foundation Membership Reception to honor the 2011 Grant Recipients, Teacher of the Year, Support Staff Person of the Year, and Retirees. I just want to again offer my sincere congrats to Bryan Sheffield for being the Support Staff Person of the Year and Carmen Rademaker for being the Teacher of the Year. We are so blessed to have such great teachers and staff in our school district!

Attended the North Royalton PTA Founders’ Day Celebration on April 28th. It was a great evening to recognize the National PTA Life Achievement Award winners, Ohio PTA Achievement Award winners, past PTA Presidents, and PTA Achievement Awards. Also the PTA Officers for the 2011-2012 school year were installed. I want to personally thank all those who are members of the PTA for all the great work that they do for our school district and the difference they make in the lives of our students and staff!

On April 30th attended State Representative Mike Dovilla’s office hour at the North Royalton Library. I expressed the unhappiness about the Substitute HB 153 and the amendments House made. The cap on the reduction of funding in the substitute bill only applies to state foundation aid. So instead of losing $4.9 million dollars we lose $4.6 million dollars. This is totally unacceptable! In addition to discussing HB 153, I also discussed how devastating that pending legislation such as HB 136 could also result in further funding being diverted from our district to other sources. State Budget Update
Please find below new information from the Ohio School Boards Association regarding the Governor's Budget with proposed House amendments. It is clear these proposed amendments offset the North Royalton School District $ 4.9 million dollar impact by approximately $111,000 in 2012 and $138,000 in 2013 and effectively leaves us with a loss of more than $4.6 million dollars over fiscal 2011. This continues to be extremely unfair impact on our school district and community. For more information please try attending the SCENE meeting this Wednesday at 7pm in the Community Room at NRHS where we will discussing the budget proposal and impact upon our district.

Budget Update from the Ohio School Board Association:
The House Finance Committee accepted Substitute House Bill (HB) 153, the House version of the state biennial budget bill. BASA, OASBO, and OSBA are in the process of analyzing the language in order to prepare for possible testimony this weekend or early next week, and also for amendments we might request.

We will send more information to districts early next week about the details of the substitute bill and we will be updating our budget FAQ. In the meantime, we have included the announcement of the substitute bill by House Speaker Bill Batchelder (R-Medina) that includes a list of changes proposed by the House Finance Committee. The list it is not exhaustive. Click here for a copy.

The following is a short list of key changes from our initial review of the substitute bill:

• District losses in State Foundation Aid have been capped at 20% -- according to media reports; this affects only about 20 districts.
• The phase-down of the Tangible Personal Property (TPP) and Public Utility Tangible Personal Property (PUTPP) replacement payments would end after fiscal year (FY) 2013. The 2% cap rule for determining a district’s phase-down for this budget remains the same as in the Governor's proposal. This means over half of the districts will not be receiving reimbursement for TPP after this budget, and most districts lose their PUTPP reimbursement by the end of this budget. However, it appears that Substitute HB 153 does not phase down payments further beyond FY 2013 for those districts that still have payments remaining.
• Because of updated valuation data, a slight adjustment to the charge-off valuation index used to calculate district-by-district reductions to account for the loss of federal State Fiscal Stabilization Fund (SFSF) dollars is contained in the substitute bill.
• The 2% contribution rate shift for retirement from employers to employees was removed from the bill.
• There are several new provisions that appear to expand "choice" by expanding options for community schools and relaxing some accountability measures.

Also, you can review the changes in your state aid by accessing your district’s figures at http://ode.legislature.state.oh.us/stateaid_house/. Please note that the state aid on this link is your foundation aid plus the reimbursements for your TPP and PUTPP. For FY 11 this includes SFSF. Any increase noted for your district is related to the change in the foundation formula proposed by the House Finance Committee.

We will continue to keep you updated as the budget moves through the House. The full House is expected to pass their version of the budget before the end of next week.


THIS WEEK IN YOUR SCHOOL BOARD

This week there are various meetings and events.

The School Board will meet on May 5th for its’ Board Work Session at 6pm @ the North Royalton Board of Education Office Conference Room, 6579 Royalton Rd., North Royalton, OH 44133. The Board will be reviewing the May Regular Meeting agenda items, and such other matters that may come before the Board.

Governor Kasich’s Budget Proposal Would Cost North Royalton City Schools almost 5 Million Dollars in the next Biennium Budget. Our district will take a devastating hit from the Governor’s budget if nothing of significance changes. Please encourage your neighbors and friends to attend this very important meeting.
