LAST WEEK IN YOUR SCHOOL BOARD

Testified before the Ohio Senate Finance Committee on HB 153
On May 17th I gave opposition testimony on Amended Substitute House Bill (Am. Sub.) 153, the State Operating Budget before the Ohio Senate Finance Committee in the Senate Finance Hearing Room of the Statehouse in Columbus. I was among over forty individuals from various school districts and organizations from throughout the state of Ohio to offer public testimony on the impact of HB 153 during days hearing. This is the second time I have given testimony on behalf of our school district. Back on April 7, 2011 he testified before the Ohio House of Representatives Finance Subcommittee on Primary and Secondary Education on the devastating impact of HB 153 will have on the North Royalton School District. Since then the budget that was approved by the House made minor changes to the governor’s original proposal. In the most recent version, the North Royalton School District stands to lose $4.6 million rather than $4.9 million which will still have a profound impact on the district. In my testimony I shared with lawmakers a recent resolution that was approved by the North Royalton School Board opposing the devastating funding cuts. In my testimony I stressed to members of the committee “we urge the state legislature to focus on including a reduction cap of 20% or less on the total state funding districts received in fiscal 2011. This includes not only state foundation aid, but the tangible personal property reimbursement and utility KwH reimbursement as well”. I think my testimony and the Resolution from my Board sent a clear message on how to turn this budget around. I hope the Senators were listening. Besides giving testimony I also met with State Representative Dovilla's Legislative Aid Chris. In addition I also had an opportunity to meet one on one with State Representative Anielski.

Districts like NR losers in state budget debate

Dear Editor,

The discussion of the governor's state budget, not being as bad as some had feared in education, would disproportionately reduce state funding to school district such as ours. HB 153 would mean a devastating funding loss to the North Royalton City School District of almost $5 million (38%) in the next biennial budget.
In May 2009, our school community stepped up during one of the toughest recessions since the Great Depression to pass a 6.2-mil levy because they value public education. Our community has done its part. We, the North Royalton Board of Education, have been working hard to ensure that the Columbus lawmakers do their part. Over the last several months, the Board has been meeting with state lawmakers to discuss the impact this budget will have on the North Royalton School District. In addition, one of our board members testified before the Ohio House of Representatives during committee hearings on HB 153.

At our most recent board meeting on May 9, we unanimously approved a resolution opposing these funding cuts. The resolution urges the legislature to not penalize our district and like districts while offering increases to other districts. We also urge the state legislature to focus on including a reduction cap of 20% or less on the total state funding districts received in fiscal 2011. This includes not only state foundation aid, but the tangible personal property reimbursement and utility KwH reimbursement as well.
Unfortunately the budget was approved by the House on May 5 with only minor changes to the governor's original proposal. In the most recent version, we stand to lose $4.6 million rather than $4.9 million which will still have a profound impact. The budget debate is far from over; as the Senate can still make changes to the House version. We urge all residents to contact state senator Tom Patton as soon as possible to voice your concerns. Also continue to contact our state representatives Mike Dovilla and Marlene Anielski as well.
