Board Update

Good Evening:

LAST WEEK IN YOUR SCHOOL BOARD

The School Board met on April 11th for its’ April Regular School Board Meeting. Some highlights from the meeting. The board had several guest. There is much more fundraising to be done, but the North Royalton Stadium Foundation was present to present the Board with a in the amount of $1 million dollars for the Stadium Project. The Board also offered its’ thanks to the Foundation for all their hard work so far to reach this major milestone! A representative from the Ohio School Board Association presented School Board Member Cheryl Hannan with the OSBA Award of Achievement. The Board approved appropriations adjustments in Title I and II funds. The Board recognized Carmen Rademaker as Teacher of the Year and Bryan Sheffield as Support Staff Person of the Year. In addition the Board recognized Jim Smith and Larry Vasil as the 2010-2011 Friends of Education. The Board approved resolution declaring appreciation weeks, Administrative Professionals Week (April 24-30, 2011) and Teacher/Staff Appreciation Week (May 2-7, 2011). Superintendent Vittardi announced the next SCENE meeting, will be Wednesday, May 4 at 7 p.m. at the North Royalton High School Community Room. The meeting will be devoted to an overview of the state budget cuts and its impact on the North Royalton school district. The Board also approved various leaves of absence, and accepted resignations/retirements. Board approved a number of appointments for: continuing contracts for certificated licensed employees, limited contracts for certificated/licensed employees, and limited contracts for certificated/licensed small group instructors for the 2011-2012 school year. The Board approved a service agreement with Parma Community General Hospital for the services of a certificated, licensed athletic trainer for the 2011-2012 school year and for additional athletic trainer services during the fall season in the amount of $10,800.00. Also the Board approved the April 2011 policy updates. The Board approved a resolution authorizing the Assistant Superintendent, Treasurer, and Superintendent of schools to sign change orders on the stadium and bus garage projects. I would like to note that under section 1 of the resolution “all change orders over $20,000 will presented to the Board of Education for its consideration”. Board approved a resolution enhancement to the scoreboard at the stadium at the high school and related improvements and installation work are available from a single source and authorizing the expenditure of an amount not to exceed $50,000. The Board approved also various other agenda items, and such other matters that came before the Board. The Board also went into a brief Executive Session for the purpose to discuss the employment of personnel.

North Royalton Spring Food Bank Distribution
On April 16th I volunteered at the North Royalton Food Bank to help with the annual Spring Food Box distribution. I just wanted to personally thank all those in our community who have donated food, money, and various items for Easter Baskets to needy children and families. We are so lucky to live in a community, that values helping those in the greatest of need during these tough economic times!

Governor John Kasich’s Budget Proposal is a devastating funding loss to the North Royalton City School District to the tune of almost $5 million dollars in the next biennium budget. When I testified back on April 7th I stressed to lawmakers that we oppose HB 153 and urge the legislature to focus on including some form of cap on the percentage reduction that any district must endure in this biennium budget. LAST WEEK IN YOUR SCHOOL BOARD


On April 4th attended the Broadview Heights City Council Meeting. City Council unanimously passed Ordinance 23-11, an ordinance authorizing the mayor to payment to the North Royalton Schools for a stadium at the high school, and declaring an emergency. I again just want to thank Mayor Alai and the entire Broadview Heights City Council for their support of our stadium project and their continued support of the North Royalton City School District!!!

Held a Policy Committee Meeting on April 6th, the committee reviewed the policy updates for April. On Monday’s Board agenda there will be a resolution to approve the Policy Updates for April 2011. The Bylaws and Policies up for consideration include updates for student welfare and supervision, use of tobacco on school grounds and student and staff acceptable use policies.

The School Board met on April 6th for its’ Board Work Session. The Board spent a good deal of time discussing the state budget and reviewing its’ impact it will have on the North Royalton School District. The Board got a sneak preview of the district’s new website and discussed various aspects of it. The Board was also informed that the current district website now has posted audio recordings for past regular board meetings posted online for the public to listen to. The Board’s Legal Counsel and Architect were present to discuss issues regarding doing a possible change order for some aspects of the stadium project. The Board was given an update on the progress of the stadium project. Some more demo and initial site work has begun. The board received an update on temporary new bus garage and things are coming along. A first reading of the April Policy Updates was given. The high school principal search is well underway and interviews have begun. The Board had discussion regarding the concerns former School Board Member Mrs. Zindroski’s raised during the March Regular School Board meeting. Her specific concerns centered on the Board’s meeting locations, meeting notices, and work sessions. In response the board is going to keep the current locations where it holds it meetings but will re-evaluate if the need comes for a larger venue for work sessions. Starting now on the high school electronic sign facing Ridge Rd. will have posted meeting dates of the board of education and the Board will work with local media to see if they can have a special notice in the newspapers about upcoming board meetings so that public is more aware when the board is meeting. Later this year the board will have a special section in your schools that explains better how the North Royalton School Board operates. The Board also discussed how it will be conducting Treasurer/Superintendent Evaluations. There was also discussion regarding the board self evaluation process and board goals. I again proposed to the Board a proposal to revise Board Bylaw 0169.3 to include that all regular, special, or work sessions of the North Royalton School Board be recorded on audio tape and be posted on the district’s website. Currently we only record our regular board meetings as of March 2010. Again the majority of the board was against increased having special meetings and work sessions audio recorded and posted online at the district’s website. After the November General Election when we have new members of the School Board I plan to reintroduce this proposal and hope it can get an up and down vote at Regular Board Meeting. I also introduced a proposed Board Resolution opposing the funding cuts in HB 153. The Board was very supportive of this and our leadership will work on fine tuning the language and it will be up for a tentative board vote at the May Regular School Board Meeting. I also shared with the Board my written testimony on HB 153 the state operating budget and got their ok to speak on behalf of the district down in Columbus for the next day. The Board also discussed the upcoming OSBA Board Leadership Conference down in Columbus in late April. The Board also went in Executive Session for the purpose to discuss the consideration of the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee, official, or student. The Board reviewed the April Regular Meeting agenda items, and such other matters that came before the Board.



Testimony on HB 153 down at the Statehouse
On, April 7, 2011 I gave opposition testimony on House Bill 153, the State Operating Budget before the Ohio House of Representatives Finance Subcommittee on Primary and Secondary Education, in the William Howard Taft Hearing Room of the Statehouse in Columbus. I was also joined by a number of others from various other school districts and organization offering testimony on the Primary and Secondary Education portion of the proposed state budget under HB 153. As the Legislative Liaison for the North Royalton School Board I have been following very closely HB 153, Governor John Kasich’s proposed biennium budget. During the hearing I told state representatives that Governor John Kasich’s Budget Proposal is a devastating funding loss to the North Royalton City School District to the tune of almost $5 million dollars in the next biennium budget. A key thing that I stressed was that we oppose HB 153 and urge the legislature to focus on including some form of cap on the percentage reduction that any district must endure in this biennium budget. Currently we face a 38.11% reduction in state funding under HB 153, which is worse than what we had thought or even prepared for. I also answered a few questions from Chairman John Carey and Ranking Minority Member Matt Lundy on the committee after giving my testimony. I made sure the voice of the North Royalton School District was heard here in Columbus. Now is the time to fight the terrible effects HB 153 could have on our district. While down in Columbus I personally met one on one with our lawmakers: Representative Mike Dovilla, Representative Marlene Anielski, and Senator Tom Patton and shared my copies of my testimony and information how HB 153 will negatively impact our school district. I did the best I could to share the concerns we as district have but also many of the ones constituents like you have shared with me as well. The Kiwanis Club will be holding their annual Easter Egg Hunt on Sunday, April 17, 2011 from 2:00pm-3:00pm at Memorial Park. Memorial Park is located at 14600 State Road (1/2 mile south of Royalton Road).

North Royalton Spring Food Bank Distribution
The Spring Food Box is for families with children who reside in the City of North Royalton. The 2011 income guidelines start at $21, 660 for a family of one and increase to $44,100 for a family of four. If you wish to apply for the program, please call the Office on Aging/Human Services at 440-582-6333. You will need: a picture ID, current utility bill and proof of income to apply. Applications are being accepted until Friday, April 8, 2011. The Spring Food Box is being distributed on Saturday, April 16, 2011.

Good afternoon, Chairman Carey, ranking member Lundy, and members of the Finance Subcommittee on Primary and Secondary Education. Thank you for the opportunity to testify on HB 153 the State Operating Budget. My name is Dan Langshaw and I am member of the North Royalton School Board.

The North Royalton City School District is located in southwest Cuyahoga County and encompasses both the city of North Royalton and parts of the neighboring city of Broadview Heights. Our public school district provides education K-12 to over 4,700 students in our community. Today, I have made the two hour drive down I-71 to voice strong opposition to the proposed State Budget for Primary and Secondary Education on behalf of my board, students, teachers, taxpayers, and community that I have been elected to serve.

Last week the Ohio Office of Budget and Management released Governor Kasich’s recommendations for State Foundation Aid for school districts for fiscal years 2012 and 2013. The overall budget plan slashes funding to K-12 education by a total of $3.1 billion over the next two years compared to fiscal year 2011. The discussion of the budget not being as bad as some had feared in education is a direct result of the Governor choosing to ease some of the budget pain on the backs of communities like ours.

Governor John Kasich’s Budget Proposal is a devastating funding loss to the North Royalton City School District to the tune of almost $5 million dollars in the next biennium budget. The acceleration of the tangible personal property tax reimbursement means the district begins losing revenue in the coming year of almost $871,000 and a total two year reduction of $1,732,000 of what were once locally raised tax revenues. To say that we are shocked at the Governor’s budget proposal is a severe understatement.

The budget submitted by the Governor takes what were once locally levied tax revenues, money from our school community and claims it for the state’s General Revenue Fund. These proposed cuts are dramatic in their impact on our school district and unfair to the residents of our school community. I ask you to consider extending the current reimbursement level an additional two years and then restructure the phase-out so that it occurs over a longer period than presently in law. If the legislature insists upon beginning a phase-out in fiscal 2012, and will not extend the phase-our period, please consider applying the original phase-out schedule included in H.B. 66 adopted as the budget in 2005.

The State Foundation Aid proposed by the Governor has our school district scheduled to lose over $1.8 million dollars in the coming biennium. When one factors in other cuts proposed in the Governor's budget including the loss of federal stimulus funds, our school district would lose nearly $5 million dollars in his proposed biennium budget. Of the more than 600 school districts in the State of Ohio, only 22 districts stand to lose more in the percentage cut from our budget and just 60 lose more in total dollars.

The North Royalton School District has met every state and federal accountability measure imposed upon us, and our students continue to achieve at the highest of levels. Our school district continues to rank high in performance with one of the lowest cost per pupil expenditures in the entire county. As referenced by Forbes Magazine, the North Royalton City School District offers one of the best school districts for the housing dollar in the entire country. In May 2009 our community stepped up during one of the toughest recessions since the Great Depression to pass a 6.2 mil levy because they value public education! Our community has done all that they can do, yet their reward is the state failing to do their fair share. The Governor may claim to be holding the line on taxes at the state level, but his actions are clearly passing the greater tax burden onto local communities like the North Royalton City School District.

John F. Kennedy once said “our progress as a nation can be no swifter than our progress in education”. HB 153 does the complete opposite it sets progress that has been made in education and school funding in the state of Ohio backwards at least a decade or more! In addition I fear this proposed budget raises serious constitutional issues regarding school funding. I believe it may again require the Ohio Supreme Court to review constitutionality of how the state funds public education as it did in the decade old DeRolph v. State rulings that declared school funding in Ohio as unconstitutional. This is unacceptable, now is the time state should invest more into public education in order to help Ohioans get back to work!

In closing, every biennium budget the state changes the way school funding is done here in Ohio. We oppose HB 153 and urge the legislature to focus on including some form of cap on the percentage reduction that any district must endure in this biennium budget.

While it is necessary to continue to monitor the budget bill it is obvious that the North Royalton City Schools will take a devastating hit from the Governor’s budget if nothing of significance changes in the legislative language. Last week the Ohio Office of Budget and Management released Gov. John Kasich’s recommendations for State Foundation Aid for school districts for fiscal years 2012 and 2013. The overall budget plan slashes funding to K-12 education by a total of $3.1 billion over the next two years compared to fiscal year 2011. The discussion of the budget not being as bad as some had feared in education is a direct result of the Governor choosing to ease some of the budget pain on the backs of communities like ours. As we speaking I am drafting my written testimony and I am planning to give testimony before the Ohio House of Representatives Finance Subcommittee on Primary and Secondary Education either on April 7th or 8th and urging our lawmakers to oppose this proposal. We must fight to stop these cuts from happening! Additional details will continue to emerge and as more detailed information becomes available I will share that information with all of the you. The School Board will meet on April 6th for its’ Board Work Session at 6pm @ the North Royalton Board of Education Office Conference Room, 6579 Royalton Rd., North Royalton, OH 44133. The Board will be reviewing the April Regular Meeting agenda items, and such other matters that may come before the Board.

The North Royalton City School Bus Drivers will be holding their annual Stuff the Bus Campaign on Friday, April 8 and Saturday, April 9, 2011 at Giant Eagle, 6000 Royalton Road. Please click on food list to see which items would be most appreciated. The Stuff the Bus Campaign benefits the North Royalton/Kiwanis Emergency Food Bank.

North Royalton Spring Food Bank Distribution
The Spring Food Box is for families with children who reside in the City of North Royalton. The 2011 income guidelines start at $21, 660 for a family of one and increase to $44,100 for a family of four. If you wish to apply for the program, please call the Office on Aging/Human Services at 440-582-6333. You will need: a picture ID, current utility bill and proof of income to apply. Applications are being accepted until Friday, April 8, 2011. The Spring Food Box is being distributed on Saturday, April 16, 2011.
