LAST WEEK IN YOUR SCHOOL BOARD

On January 25th the North Royalton School District was given some tragic news. One of our ninth grade students Stephanie Edmison passed away during the night in her sleep. Preliminary reports suggest complications from heart arrhythmia. Counselors and support staff were available at NRHS and will remain available to assist students with their feelings and reactions due to this tragedy. I ask you to keep the family in your thoughts and prayers. Below is the obituary with information on the calling hours and funeral service if you are interested.

Edmison, Age 14 of North Royalton; beloved daughter of Lee III and Debra (nee Hugland); loving sister of Justin, Samantha and Lee IV; dear granddaughter of Lee, Jr. and Rosemary Edmison and Kenneth and Joanne Hugland; niece and friend of many. On January 27th I volunteered at the Second Annual Taste of Broadview Heights. It was a great fun filled evening with a variety of delicious local food samples from 15 different restaurants. The event was sponsored by the Broadview Heights Community Foundation, for more information about the foundation you can check out their website at www.bvhcommunityfoundation.org. I had a great to time at the event and it was great meet Broadview Heights Constituents who live in the North Royalton School Districts! Also special thanks to the Broadview Heights Community Foundation for doing such a great event and the work that they do for the Broadview Heights Community!

North Royalton City Schools’ Crystal Starfish Awards Presented to Deserving Teacher & Staff Member

January 18, 2011 . . . North Royalton City Schools announced today the winners of their “Crystal Starfish” Awards presented by Century Bank, now a division of First Federal of Lakewood.

Lora Rung, a classroom aide at the Early Childhood Center was the recipient of the Crystal Starfish Staff Award. In addition to her Crystal Starfish plaque, she received a $100 gift certificate to Westfield/Southpark Mall, a $100 gift certificate to Buca di Beppo restaurant, and flowers, balloons, and a $50 gift certificate from Creations by Lynn and Royal Towne Florist. Rung was nominated by her colleagues. An excerpt from her nomination states, “We can think of no other person that deserves recognition for the Crystal Starfish award more than Lora. She works with special needs students and addresses all of their needs on a daily basis with her continuous quest to help them reach their potential and with the utmost regard for the children’s dignity and privacy. She brings professionalism, warmth, caring, dedication, concern, and respect for all children to the classroom.”

Jennifer Petty, a special education educator at Royal View Elementary was the recipient of the Crystal Starfish Teacher Award. She receives a $250 from Century Bank, a division of First Federal of Lakewood, to be used towards professional development as well as a $100 gift certificate to Buca di Beppo restaurant, as well as flowers, balloons, and a $50 gift certificate from Creations by Lynn and Royal Towne Florist. She was nominated by a parent and student. An excerpt from her nomination states, “Our daughter has made amazing progress and I attribute this to Mrs. Petty’s never ending hard work to change what isn’t working event in the face of sheer frustration. She has dedicated her life to helping children that need the most help. I think if you were to ask any other parent of students in her resource room they would agree the determination she has to helping children is matched none other than a parents’ love and it shows.”

Both Lora and Jennifer were awarded during surprise presentations today. Representatives from the Board of Education, school administration, Century Bank, a division of First Federal of Lakewood, Buca di Beppo, and Creations by Lynn were there to recognize the recipients.

“The North Royalton School District is fortunate to have teachers, staff and administrators who truly care about the development of the students in our community. The recipients of this year’s Crystal Starfish award are special individuals that have made a positive impact on the lives of our young people,” said Barry Ezell, Manager, Century Bank, now a division of First Federal Lakewood. The award honors those that are “making a difference above and beyond” each year. Students, colleagues, parents, and community members were encouraged to submit their nominations of both a teacher and staff member they felt deserves special recognition. Nominations are currently being accepted for the next Crystal Starfish Award that will be given out.

On January 19th attended the State of the Schools Breakfast. Superintendent Vittardi highlighted the progress that has been made with the district’s five year strategic plan, increased communication and community engagement, financial update, student achievements, as well as the Stadium Foundation project. Special thanks to the North Royalton Chamber of Commerce for hosting the event.

Board Update

Good Evening:

I just wanted to update you all that I didn't get Board President or Vice President at Organizational School Board Meeting on January 10th, but it felt good to stand up as a leader. I was one vote shy of being elected Vice President of the Board. But regardless I will continue to work hard in my role as a Board Member and doing my best serve the constituents and students in our district! I have received my committee assignments for 2011 and I have been re-appointed to the Policy Committee and will also serve as the Legislative Liaison for the Board. In addition I am also the High School Building Liaison, which is for just for a term for the 2010-2011 School Year.

LAST WEEK IN YOUR SCHOOL BOARD

The School Board met on January 10th for its’ annual Organizational School Board Meeting. The Board held its’ annual elections for Board President and Vice President. Both officers are elected by the board for a term of 1 year. Nominations for Board President were as follows: Mr. Reinhard nominated Mrs. Reinkober and Mr. Langshaw, nominated himself. By a vote of 4 to 1, Mrs. Reinkober was elected as Board President. The Board then took nominations for Board Vice President and they were as follows: Mrs. Hannan nominated Mr. Langshaw and Mrs. Reinkober nominated Mr. Reinhard. By a vote of 3 to 2, Mr. Reinhard was elected as Board Vice President. After officer elections the board continued on approving annual items for 2011. The Board approved adopting Robert’s rules of order, reaffirming board policies and philosophy of the education for 2011, establish service fund, various authorizations for the treasurer, establish petty cash accounts, and various authorizations for the superintendent. The Board approved setting the second Monday of each month at 7:00pm, North Royalton High School Community Room, as the date and place for the 2011 Regular Meetings of the Board of Education. The Board approved renewing OSBA legal assistance fund membership and membership in the Ohio School Boards Association. The Board approved authorization to file tax complaints and for the law firm of Britton, Smith, Peters, & Kalail, L.P.A. to represent it in such complaints. Prior to voting on this item at the last week’s work session Mrs. Hannan and I requested reviewing the itemized billing statement’s for the district’s legal counsel Britton, Smith, Peters, & Kalail, L.P.A. When expenditures exceed over $80K or more it is important to make sure that we are being fiscally responsible. After reviewing the documents at the work session and before the organizational meeting, I felt more comfortable in supporting such cost but will do more in the future to keep an eye on such necessary expenditures. The Board approved authorization to establish prices and fees. The Board also approved its’ declaration of public purpose.


After the conclusion of the School Board’s Organizational Meeting on January 10th, the Board immediately went into its’ January Regular School Board Meeting. High School Science Teacher and LINK Crew Coordinator Andy Peltz gave a presentation the Board on student involvement. As part of the district’s strategic plan the district is trying work on new initiatives to increase student involvement. Last, year I introduced a proposal for creating a student liaison position to the Board. The Board did not accept my proposal, however this year it will try and do more in the area of student involvement by revamping the role of the Board’s Student Achievement Liaison. High School Senior Logan Pearce was recognized for his outstanding academic and athletic achievements by honoring him with the OHSFCA Academic All-Ohio Award. 2011 Board Committee Assignments were announced as follows:

Treasurer McIntosh held a brief Tax Budget Hearing. The Board adopted the Fiscal Year 2012 Tax Budget. The Board approved revised salary schedules for Athletic Event Workers 2010-2011 school year and NRCS Classified Substitute Salary Schedule. Superintendent Vittardi read a resolution declaring the month of January as School Board Recognition Month. The board approved adopting the 2011-2012 School Year Calendar. In addition the Board approved various retirements, changes of assignment, approved amendments to supplemental and personal service contracts. The Board approved also various other agenda items, and such other matters that came before the Board.

The roundtable discussion I have been working to organize, that was scheduled for January 12th was canceled due to the weather. The roundtable will be tentatively rescheduled for some time in late Feburary.

State education funding forum at North Olmsted Middle School canceled due to weather

Because many participants are from the Columbus area, the Jan. 12 state education funding forum organized in part by North Royalton School Board member Dan Langshaw is canceled.

Based on proposed state budget cuts for schools, representatives from the North Royalton, Brecksville-Broadview Heights and Strongsville school districts planned to attend the first-of-its-kind roundtable discussion on school funding, education and legislative affairs.

North Royalton school board member Dan Langshaw and Terry Groden of the North Olmsted school board teamed up to organize “Preserving our Funding in the Next State Budget” public forum that invited more than 16 school districts in Ohio’s 24th Senate District.

The event will be re-scheduled.

Invited panel members include representatives from Policy Matters Ohio, the Center for Community Solutions, the Ohio School Boards Association, the Buckeye Association of School Administrators, The Alliance for High Quality Education, Solon City School District Treasurer Tim Pickana and Sen. Tom Patton, R-24.

No SCENE Meeting this week

I just like to note a change there will be no SCENE meeting at the Early Childhood Center (ECC) this Thursday, January 13th. Instead it will be replaced by this month's State of the Schools breakfast (sponsored by the North Royalton Chamber of Commerce) on Wednesday, January 19 at 8am at Flair's.

The next SCENE meeting will take place on February 3 at North Royalton High School from 6:30pm-7:30pm.

LAST WEEK IN YOUR SCHOOL BOARD

On January 3rd attended City Earth Energy Environment Committee Meeting. The city’s recycling program is doing extremely well. In 2009 the total tonnage of cans, glass, newspapers, and plastic recycled was 778.19 tons. Preliminary numbers for 2010 are 1073.32 tons, which is an increase of 37%. Committee discussed ways to try and make the new YMCA a green building. The committee also received an update on the energy audit and NOPEC grant project from the administration.

Below is a copy of a recent press release that went out about the upcoming roundtable discussion that myself and a school board member from North Olmsted have helped organize. I am very excited about this roundtable and the opportunity to start the conversation about the upcoming state budget and what can be done to preserve funding for education.

School Districts in Ohio’s 24th Senate District Meeting for a Roundtable Discussion on Preserving Funding in Next State Budget

January 5, 2011 . . . School districts in Ohio’s 24th Senate District will be meeting for an Educational Roundtable Discussion on the topic of Preserving our Funding in the Next State Budget on Wednesday, January 12, 2011 at 7pm at the North Olmsted School District’s Administrative Building, 27425 Butternut Ridge Rd., North Olmsted, Ohio 44070.

The roundtable discussion is the brain child of North Olmsted School Board Member Terry Groden and North Royalton School Board Member Dan Langshaw, who have teamed up to organize the event. With so much at stake in the next biennium state budget for school districts, the two school board members looked beyond city boundaries in hopes to work together towards finding common solutions with the growing budget concerns for education funding in the state. “It’s a situation where we hope to have strength in numbers and have the state listen to our concerns about education,” said Groden in a recent interview with the West Life newspaper.

School Board Members, Superintendents, Treasurers and key stakeholders from more than 16 school districts from: Bay Village, Berea, Bedford, Brecksville-Broadview Heights, Chagrin Falls, Cuyahoga Heights, Mayfield, North Olmsted, North Royalton, Olmsted Falls, Orange, Rocky River, Solon, Strongsville, Westlake, and Cuyahoga County Educational Service Center will ask questions of a diverse panel of experts in school funding, state budget, education, and legislative affairs. “So much is on the line this year with the state budget,” said Langshaw. “Incoming State Senate President Tom Niehaus has indicated to districts like mine that we are facing a proposed 15 percent to 20 percent cuts. This budget is going to be a fight and it is a positive sign when this many school districts can come together and learn what we can do as elected officials and key education stakeholders.”

The format for the roundtable will include a question and answer session with the expert panel featuring prepared questions from participating school districts and impromptu questions from members of the audience towards the end of the program. The expert panel will feature: Zach Schiller from Policy Matters Ohio, Executive Director John Begala from the Center for Community Solutions, Michelle Francis from the Ohio School Boards Association, Director of Governmental Development Tom Ash from the Buckeye Association of School Administrators, Executive Director Anthony Podojil from The Alliance for High Quality Education, Treasurer Tim Pickana from the Solon City School District, and State Senator Tom Patton for the 24th Ohio Senate District.

Newly elected State Representative Nan Baker (16th District), Marlene Anielski (17th District), and Mike Dovilla (18th District) and their staff have also been invited to attend. The School Board met on January 6th for its’ Board Work Session. The Board got a another update on the status of the fundraising efforts for the stadium project and an overall update on the entire project. On Monday the bleachers will come down to kick off the next phase of the project. As a result of the project the district 69 buses will need a new to place to be store for when the stadium is completed. The Board received an update on efforts to possibly relocate the storage of our buses to the City of North Royalton’s compost site as a short term solution. The Board discussed what options the district has in regards to snow days and is exploring the idea of doing a 2 hr delay if we happen to use our last snow day up. Also the Board received an update regarding a change in policy for transporting students to day care providers that will take effect in the 2011-2012 school year and discussed the effects of the change and possible alternatives. The Board discussed possible changes to lunch prices for next year and options for food services. At the last board work session I request that the board reviewed the Board’s current committees and assignments so that the Board could be more effective (attached is a copy of my statement). Superintendent Vittardi, President Reinhard, and Vice President Reinkober conducted a review of the Board’s committees and reported on their findings back to the board. As a result the Board will have board members assigned to the following committees: City Recreation/Building and Grounds, Curriculum, Family & Civic Engagement, Financial Advisory, North Royalton Educational Foundation, Policy, and Transportation. The Board will no longer have a Board member assigned to the City of North Royalton Earth Energy Environment Committee, School Green Team, and Wellness Committees. Although the Board will no longer have a board member on those committees, the school district’s administrators will be providing updates on important things occurring to the school board instead. The Board went into Executive Session for the purpose to discuss the employment of personnel and matters required to be kept confidential by federal law or rules of state statues. The Board also reviewed the Organizational Meeting and Regular Meeting agenda items, and such other matters that came before the Board. Finally Ed Flanagan and Tom Giffles gave a brief presentation for a board self evaluation and best practices workshop.

With so much at stake in the next biennium state budget for school districts, the two school board members looked beyond city boundaries in hopes to work together towards finding common solutions with the growing budget concerns for education funding in the state. “It’s a situation where we hope to have strength in numbers and have the state listen to our concerns about education,” said Groden in a recent interview with the West Life newspaper.

School Board Members, Superintendents, Treasurers and key stakeholders from more than 16 school districts from: Bay Village, Berea, Bedford, Brecksville-Broadview Heights, Chagrin Falls, Cuyahoga Heights, Mayfield, North Olmsted, North Royalton, Olmsted Falls, Orange, Rocky River, Solon, Strongsville, Westlake, and Cuyahoga County Educational Service Center will ask questions of a diverse panel of experts in school funding, state budget, education, and legislative affairs. “So much is on the line this year with the state budget,” said Langshaw. “Incoming State Senate President Tom Niehaus has indicated to districts like mine that we are facing a proposed 15 percent to 20 percent cuts. This budget is going to be a fight and it is a positive sign when this many school districts can come together and learn what we can do as elected officials and key education stakeholders.”

The format for the roundtable will include a question and answer session with the expert panel featuring prepared questions from participating school districts and impromptu questions from members of the audience towards the end of the program.
The expert panel will feature: Zach Schiller from Policy Matters Ohio, Executive Director John Begala from the Center for Community Solutions, Michelle Francis from the Ohio School Boards Association, Director of Governmental Development Tom Ash from the Buckeye Association of School Administrators, Executive Director Anthony Podojil from The Alliance for High Quality Education, Treasurer Tim Pickana from the Solon City School District, and State Senator Tom Patton for the 24th Ohio Senate District.

Newly elected State Representative Nan Baker (16th District), Marlene Anielski (17th District), and Mike Dovilla (18th District) and their staff have also been invited to attend. Board Update

Good Afternoon:

Happy New Year, everyone! 2010 brought a lot of successes and some challenges for our school district, but perhaps they were minuscule in consideration of the challenges that public education will face in here 2011. Even so, I am hopeful. And I am determined. Determined to continue to advance those causes that inspired me to run for the school board in the first place: fiscal responsibility, communication, transparency, ensuring that we maintain excellent schools, and plan a better future for the next generation. I am already hitting the ground running here in 2011 by helping organize a round table discussion on how school districts like North Royalton and others in the 24th Ohio Senate can preserve their funding in the next state budget. The state budget will be the biggest challenge for 2011 because of the projected cuts in education funding, but I plan to spend a considerable amount of time advocating that the new General Assembly preserves education funding for districts like ours.


LAST WEEK IN YOUR SCHOOL BOARD

On December 30th, I held my Monthly Constituent Coffee at the French Quarter Café. I just wanted to thank those who stopped by to give me their feedback. I hold these monthly coffees in order to stay in touch with fellow residents and listen to their feedback. There is no appointment necessary. Simply stop by and talk to me. Thank you to all those who participated in my online survey that I created. Currently I am reviewing the results of the survey and will be using it to have a better understand of how I am doing as a board member and to help find ways to better serve you!

128th Ohio General Assembly ended with passage of H.B. 330 which was sponsored by our out going State Representative Matt Patten in the 18th House District. H.B. 330 permits school districts like North Royalton to participate in Ohio Department of Transportation contracts for the purchase of machinery, materials, supplies, and other articles. For the last year I have been working with Representative Patten and advocating for passage of this legislation, which will help our district save money in future. On December 23rd Governor Strickland signed H.B. 330 into law and will go into effect 90 days afterwards. I just like to thank Matt Patten for all his hard work on this legislation and his support of education both here in the North Royalton School District and through out the 18th House District. The 129th Ohio General Assembly will be starting very soon and so will our new State Representatives:
Marlene Anielski (17th House District) and Mike Dovilla (18th House District). Back in November I had an opportunity to meet with our new State Representative Mike Dovilla and I look forward to working with him over the course of the next two years. I hope to meet with new State Representative Marlene Anielski in the coming months as well because the 17th House District covers Broadview Heights part of our district.

The School Board will meet on January 6th for its’ Board Work Session at 6pm @ the North Royalton Board of Education Office Conference Room, 6579 Royalton Rd., North Royalton, OH 44133. The Board will be reviewing the January Organizational & Regular Meeting agenda items, and such other matters that may come before the Board.
