Board Update

Good Afternoon:

It is hard to believe we are only weeks away from the end of the year 2011 and that I have been serving on the North Royalton School Board for almost entire 2nd year now. It seems like so much longer than that. I must say this has been a great year and it is an honor to continue to serve as a member of the School Board. I am happy to announce that I have been recently appointed along with my fellow Board Member Mrs. Dolezal to serve each 1 year terms as Board Representatives for the North Royalton City School District on the Cuyahoga Valley Career Center Board. I look forward to this additional leadership role next year and working with the new Board Members on our School Board as well after they are sworn in at our organizational meeting in early January

I just want to wish you all a Merry Christmas and Happy Holidays! Please keep in your thoughts and prayers all those serving in the U.S. Military who will be away this holiday season from their families to keep us all safe.

SINCE MY LAST SCHOOL BOARD UPDATE

The School Board met on December 12th for its’ December Regular School Board Meeting. Some highlights from the meeting. Several high school students were recognized for various achievements. A group of NRHS Football players who start the district’s Annual Stuff the Bus event for Coats for Kids were recognized. Also the NRHS student Kelly Semple who got a perfect score on the ACT was recognized. In addition out going Board Members Hannan and Reinhard were formally recognized for their service on the North Royalton School Board. The Board approved time and place for the 2012 Organizational Meeting and Tax Budget Hearing for January 9th at 7pm in the NRHS Community Rm. An appropriations adjustment was approved. The Board appointed Anne Reinkober as President Pro Tempore for the Board Organizational Meeting. Board approved the establishment of an All Day Kindergarten option for the 2012-2013 school year. This is such a great thing to have available in our district. The 2012-2013 School Year Calendar was approved by the Board. Board Member Mrs. Dolezal and I were appointed as Representatives to the Cuyahoga Valley Career Center Board of Education for a one-year term effective January 1, 2012 through December 31, 2012. Board unanimously approved a resolution of opposition to HB 136 School Choice Bill pending in the Ohio House of Representatives. The Board accepted several retirements. The Board approved also various other agenda items, and such other matters that came before the Board.

On December 18th, I held my Monthly Constituent Coffee at the Espresso Pit. I hold these monthly coffees in order to stay in touch with fellow residents and listen to their feedback. There is no appointment necessary. Simply stop by and talk to me. I will keep you posted when my next monthly coffee in January will be.

North Royalton City Schools to add All Day, Every Day Kindergarten
Parents of kindergarten students within the North Royalton City School District will have the option for the 2012-2013 school year of putting their child in all day, every day kindergarten classes. There will be two classrooms designed for the all day program. The all day program will be able to accommodate 46 students. The all day programs will be a tuition-based option, with tuition estimated at $2,500 for the year. The district will provide an option of reduced tuition costs for those families with a financial need. Selection for the classrooms will be determined through a lottery system. A balanced number of children will be selected from each quadrant and from each gender. A waiting list draw will also be conducted for those interested in the option, but not selected on the first round. To be placed in the lottery draw, parents must begin the registration process on one of the kindergarten registration dates (March 6, 7, or 8, 2012) and have completed all online INFOSNAP registration components no later than April 20, 2012.

Board Update

LAST WEEK IN YOUR SCHOOL BOARD

The School Board met on December 6th for a Board Work Session. Board got department updates from Curriculum Director Bruce Bradley and Personnel Director Greg Gurka on the various things their individual departments are doing in the district.
The board got an update on next year’s school calendar. The board had more discussion about doing a pilot program for All Day Kindergarten in the school district. Students would be selected by lottery process and the district would charge an estimated tuition of about $2,500-$2,700. On Monday’s Regular Board Agenda there will be a formal resolution to start All Day Kindergarten for the 2012-2013 school year. Board got an update on the school district’s enrollment and demographics. The Board also had discussion about the state of Ohio’s new accountability and ranking system that will be in place for school district’s next year. Board had discussion about the impact of HB 153 and how some SB5 items were snuck into the state budget that mirror SB5 that school district will have to deal with. Treasurer McIntosh gave the Board a summary on the final Stadium Renovation Project cost and figures. The stadium project finished $422,800 under budget. Total cost of the project was $4,657,228. The Board also discussed plans for Board Development and setting Board Goals for 2012. Board had discussion about board compensation and setting a board policy for board members to rotate serving as the CVCC Representative. There was also discussion about the two CVCC Appointments, Committee Assignments, and Board Officers for 2012. The Board reviewed the December Regular Meeting agenda items, and such other matters that came before the Board.

On December 9th I had the opportunity to attend the IT for Girls Luncheon at the Cuyahoga Valley Career Center. I also got a personal tour by Superintendent Celena Roebuck of the entire CVCC campus and met with various CVCC staff to learn more about all the exciting things going on there for our students.

North Royalton City School District Performance Index Information
The Ohio Department of Education (ODE) is giving parents, educators, and taxpayers a preview of a new approach for comparing academic performance among schools and districts. Effective September 2012, House Bill 153 requires all school districts and school buildings to be ranked using the Performance Index (PI) score. Such rankings will provide parents and taxpayers a new way to evaluate how local schools are performing while allowing educators to compare their performance with peers. The school district list will include all city, local and exempted village school districts as well as joint vocational school districts, community schools and STEM schools. The school building list will include all schools that are part of city, local or exempted village school. Each school is ranked using a PI score based on test scores from the 2010-2011 school year for the Ohio Achievement Tests (OAAs) and the Ohio Graduation Tests (OGTs).

*Calculating the Performance Index
The performance index rewards the achievement of every student, not just those who score proficient or higher. Traditional school districts and school buildings, including community schools, earn points based on how well each student does on all tested subjects in grades 3-8 on Ohio’s Achievement Assessments and on the 10th-grade Ohio Graduation Tests. The higher the students achieve, the more points the district earns on the performance index. In fact, 74% of our students scored in the accelerated or advanced range. All assessments have five performance levels that include: advanced, accelerated, proficient, basic and limited. The percentage of students scoring at each performance level is calculated and then multiplied by the point value assigned to that performance level. The points earned for each performance level are totaled to determine each schools performance index score, where applicable. This all great news for our school district!


Ohio School Boards Association Joint Press Release on HB 136
I just wanted to share with a Press Release that was sent out by the Ohio School Boards Association on December 1st regarding HB 136 that you might find of interest.

Expanding voucher system would prove costly to taxpayers, public schools
COLUMBUS — Three statewide education management associations, the Ohio School Boards Association (OSBA), the Ohio Association of School Business Officials (OASBO) and the Buckeye Association of School Administrators (BASA), today released an analysis estimating costs for implementing proposed House Bill (HB) 136. HB 136 would dramatically change Ohio’s school voucher policy, a program that uses public tax dollars to subsidize private and parochial school tuition.
The analysis, conducted by ETPI consultants William Driscoll and Howard Fleeter, determined that HB 136 could create approximately $480 million in NEW costs for Ohio’s education funding system as the bill’s provisions are phased in over a very short period of time. The additional costs would come as students who already attend private schools suddenly become eligible for taxpayer-subsidized vouchers.
A bill touted by supporters as another education “choice” option for parents and students, HB 136 provides subsidies for parents who will not be making any new choices. The analysis found that the $480 million in new costs would result from the current private school population (based on 2010-11 school year enrollment figures) that would qualify for vouchers and continue as students in a school they were going to attend anyway. So, even if no public school students moved to a different educational “choice” by using a voucher, the state would need to find a way to cover this potential new expenditure.

Expanding voucher system would prove costly 2/2/2/2/2
The ETPI analysis uses U.S. Census Bureau data on Ohio's distribution of family income to estimate how many current private school students could qualify and their voucher level. HB 136 has varying levels of voucher subsidies — from $2,313 to $4,626 — based on family income. Students from families with incomes of up to $95,000 would be eligible. The analysis breaks down the percentage of students that could qualify based on each income category. The $480 million estimate represents the total amount that private school students from all voucher levels could receive.
Ohio already has another statewide voucher/private school subsidy program for students based on the low performance of the public school building they would otherwise attend. About 15,000 students currently receive this subsidy, which costs taxpayers more than $71 million annually. (The $480 million cost is in addition to existing voucher expenses.) In July, the state dramatically increased the cap on how many of those vouchers it would subsidize to 60,000 for the 2012-2013 school year. The new program proposed in HB 136 would also be subject to the 60,000 cap, but the bill provides for that cap to be automatically increased based on student demand in any given year.
The analysis projects that by the 2016-2017 school year the cap could increase enough to include the nearly 140,000 private school students that ETPI estimates would be eligible for a subsidy.
The $480 million figure does not account for any additional students leaving public schools to attend private and parochial schools with the proposed new voucher subsidy, though the bill would allow students in any school district — regardless of the district’s academic performance — to attend a private or parochial school with taxpayer money.
Driscoll and Fleeter indicated that there is no way to predict the exact costs of implementing HB 136 and the actual number of students who would qualify. However, they are confident that their assumptions could closely resemble the effects of the bill if it passes. With the phase-in that allows current private school students to receive vouchers, it is clear there will be significant new costs. If a family’s income qualifies, the assumption must be that it will seek the voucher/subsidy.
With current economic conditions, Ohio’s scarce resources and recent state school-funding cuts, OSBA, OASBO and BASA are concerned about where the additional hundreds of millions of dollars would come from. The state would either need to find revenue to cover the new costs for students not currently in the funding system or pass the costs along to school districts. The associations said that neither of those options bodes well for Ohio’s public education system and its remaining students.
The three organizations have worked hard to mobilize their members around the state in advocacy efforts against HB 136. They have received copies of board of education resolutions and letters opposing HB 136 from nearly 200 school districts, with more coming in every day. The information in the ETPI analysis was commissioned to help school district leaders educate their own legislators about the negative effects HB 136 would have on Ohio public education.

Please continue to contact our lawmakers in Columbus and share with them your concerns about HB 136 and to tell them to vote No! There is still an effort to bring this to a vote in the coming months and we need to stop this bill!

Board Update

LAST WEEK IN YOUR SCHOOL BOARD

The School Board met on November 21st for its’ November Regular School Board Meeting. Some highlights from the meeting. State Representative Mike Dovilla recognized the school district for its Excellent designation by the Ohio Department of Education for the 11th straight year. He also recognized outgoing Board Members Cheryl Hannan and Len Reinhard for their years of service with a commendation. High School Principal Mic Becerra recognized the achievements of a number of students and staff from the high school. The board approved the district’s 5 year forecast and assumptions. Board approved the November 2011 policy updates. The Board approved also various other agenda items, and such other matters that came before the Board. The Board had a brief executive session to discuss the employment of personnel.

SKI Box Program
If you didn’t see in last week’s North Royalton Post Newspaper there was a nice article about the Ski Box program that we have started in the North Royalton City School District to help with suicide and bulling prevention in all our buildings. Ski Box program gives students a venue for expressing themselves and receive the help they so desperately need. In each building there are wooden boxes, secured with a lock that allows students to jot down notes about their issues or their concerns for their friends. These boxes are checked daily by district staff. I started in March of this year after finding out about the ski boxes from State Representative Anielski working with the rest of the board and district administrators to get this started for this school year. I am so proud that all our buildings have ski boxes. This program is already making a positive difference in the lives of our students. HB 136 Update
As you may know back on Sept. 21st, the House Education Committee passed HB 136, a proposal that would offer vouchers to students in every Ohio school district, regardless of the district’s academic performance. The bill passed 12-10 primarily on a party line vote, with Rep. Nan Baker (R-Westlake) and Rep. Marlene Anielski (R-Walton Hills) voting against the measure along with Democrats. HB 136 has the very real possibility of stripping even more state funding from the high performing school districts like ours. HB 136 is especially confusing given the public backlash against state budget which cut millions of dollars from local districts already fighting to control costs and deliver a quality public education

HB 136:
• Expands vouchers to students in all school districts, regardless of the academic report card rating of the school building or district. The only qualifier for eligibility is household income. Students whose family income is less than $95,000 would qualify.
• Allows students currently enrolled in private schools to be eligible for the voucher (phases in over four years).
• If the private school tuition is less than the voucher amount, it allows parents to bank the excess dollars for college tuition and textbooks at any private school or college in Ohio.
• Deducts funding for the voucher from the resident school district’s funding (aggregate amount deducted from district cannot exceed a district’s state aid funding.)

Please continue to contact our lawmakers in Columbus and share with them your concerns about HB 136 and to tell them to vote No! There is an effort to bring this to a vote in the coming months and we need to stop this bill!

SINCE MY LAST SCHOOL BOARD UPDATE

Renewal Levy Passes
I just wanted to thank the North Royalton and Broadview Heights communities for their overwhelming support of the North Royalton City School District’s renewal levy. This support will allow us to move on our path of continued growth and new levels of excellence. The renewal levy passed on November 8th 59% - 41% which is a margin of victory that makes all of us associated with the North Royalton City Schools verry proud and appreciative.

New School Board Members Elected
Also on November 8th voters elected two new school board members and re-elected one current member. Please join me in welcoming our new school board members Barbara Ann Zindroski and Dr. John Kelly who were elected along with current board member, Anne Reinkober. I look forward to working with my new colleagues and getting to work with the new board in January 2012.

In December I will be doing a month long online survey to get your feedback on things you like to see the board focus on or issues you are concerned about. Your feedback and comments are extremely helpful so I can effectively represent the needs of you, your family, our community, our taxpayers, and our students. On November 17th the Policy Committee met and reviewed the November Policy Updates.

The School Board met on November 17th for a Board Work Session. The district is starting to plan next year’s school calendar. Superintendent Vittardi updated the board that he is working with private schools in the district to try and coordinate calendars if all possible for transportation purposes and operational costs. Board got an update on the district’s supplemental committee. The board had discussion about doing a pilot program for All Day Kindergarten in the school district. Students would be selected by lottery process and the district would charge an estimated tuition of about $2,500-$2,700. The details are still being worked on and nothing has been finalized yet. Board discussed the positive results of the district’s renewal levy. The Treasurer presented to the board the district’s 5 year Forecast and the board reviewed it. Board also discussed and had a first reading of the November Policy Updates. Board discussed being the host of the next Roundtable Discussion for Schools in Ohio’s 24th Senate District in 2012 on the New School Funding Model and gave the ok. I have been working to get an excellent panel of experts and to once again bring key stakeholders from neighboring districts to provide a unified front on a major issue for next year for public education. Board had brief discussion about 2012 CVCC Appointments. The Board reviewed the November Regular Meeting agenda items, and such other matters that came before the Board. The Board went into executive session for the purpose to discuss the employment of personnel.

Veterans Day is this Friday, November 11th. Veterans Day is a celebration to honor all those who have served or are currently serving in the U.S. Military. We also honor those heroes who have paid the ultimate sacrifice in the protecting the freedoms we all enjoy each and every day as Americans by giving up their lives so we could be free! So if you have a family member, friend, neighbor, or just see a veteran in the community; please take the time to thank them for their service to this great nation! On a personal level, as a U.S. Army Veteran, I would also ask you please keep in your thoughts and prayers my battle buddies who are still currently serving overseas in Iraq and Afghanistan at this time! Thank you!

LAST WEEK IN YOUR SCHOOL BOARD

On November 3rd attended the Cuyahoga Valley Career Center’s Joint Board Dinner. Dr. Cynthia Deyling, Chairman of Regional Operations for the Cleveland Clinic Board of Governors and Vision8 member was the keynote speaker who discussed the future of health care and how it may impact career and technical education. There was also a presentation of the long-range strategic plan that have emerged from the CVCC’s Vision 8 Meetings. To learn more about the CVCC check out www.cvccworks.com. It was a great learning more about the future plans of the CVCC, our students are very lucky to have such a great career center to attend.

HB 136 Update
Back on Sept. 21st, the House Education Committee passed HB 136, a proposal that would offer vouchers to students in every Ohio school district, regardless of the district’s academic performance. The bill passed 12-10 primarily on a party line vote, with Rep. Nan Baker (R-Westlake) and Rep. Marlene Anielski (R-Walton Hills) voting against the measure along with Democrats. Now that HB 136 has been reported out of committee, it will move to the floor where it will be voted on by the full House some time after the November 8th General Election. HB 136 has the very real possibility of stripping even more state funding from the high performing school districts like ours. This is especially confusing given the public backlash against state budget which cut millions of dollars from local districts already fighting to control costs and deliver a quality public education
HB 136:
• Expands vouchers to students in all school districts, regardless of the academic report card rating of the school building or district. The only qualifier for eligibility is household income. Students whose family income is less than $95,000 would qualify.
• Allows students currently enrolled in private schools to be eligible for the voucher (phases in over four years).
• If the private school tuition is less than the voucher amount, it allows parents to bank the excess dollars for college tuition and textbooks at any private school or college in Ohio.
• Deducts funding for the voucher from the resident school district’s funding (aggregate amount deducted from district cannot exceed a district’s state aid funding.)

Crystal Starfish Award Nominations
Just a reminder to everyone that nominations are now being accepted for the first semester Crystal Starfish Award. Staff, students, and the community have an opportunity to nominate a teacher and/or staff member that has made a significant difference in their lives. First Federal of Lakewood has agreed to sponsor this award twice per year. Also thank you to Samurai Sushi Bar/Hibachi Steakhouse, Westfield Southpark Mall, and Creations by Lynn/Royal Towne Florist. NRHS Academic Challenge Team
Special congratulations to our North Royalton High School Academic Challenge Team. Representing our district were Kim Potenga, Emily Hrovat (captain), and Claudia Lamparter. Alternates were Rohit Anand, Drew Bidlen, and A.J. D'Angelo. This was the fifth time Mr. Bob Price, a math teacher at the high school, was the adviser of the team. In the last appearance (2009), the team came in first place. Tune in to Newschannel 5 on December 24 at 7pm to find out how our team did in their Academic Challenge competition.

Band Superior Rating
Also congrats to our award winning marching band for yet another superior rating at the State Band Competition in Columbus!!

NOC Cheer Competition
Our cheerleaders won the NOC competition this past week. This is an incredibly challenging competition and quite an honor for the girls!

North Royalton City Schools Placed on College Board's AP District Honor Roll
Our school district was one of fewer than 400 public school districts in the nation to be honored by the College Board with a place on the 2nd Annual AP Honor Roll, for simultaneously increasing access to Advanced Placement coursework while maintaining or increasing the percentage of students earning scores of 3 or higher on AP exams. This is exciting news and encouraging, as this is an area of emphasis for our district.

The upcoming election features a RENEWAL operating levy for the North Royalton City Schools. This levy WILL NOT increase taxes and passage is vital to allow our district to maintain current programs and services. Originally passed in 2002, and renewed in 2006, the levy will continue to generate $4,395,000 annually. Your vote counts and will go a long way to ensure that your child has every opportunity while growing up and attending the North Royalton City Schools.

Citywide Holiday Food Bank Collection
The North Royalton Food Bank is asking for donations of food for our Holiday Food Box program. Families in need will be given a food box for Thanksgiving and one for Christmas. You can help by donating nonperishable foods as listed on the attached description of needed items. If you wish to donate money to the program, checks are made out to the North Royalton Food Bank Trust and mailed to the Office on Aging, 13500 Ridge Road, North Royalton, OH 44133. FYI to voters in North Royalton Precincts 5A and 5C. If you live in either of these two precincts and have voted at City Hall in the past, you now have new polling locations. Precinct 5A will now vote at Royal view Elementary School, 13220 Ridge Road. If you live in Precinct 5C, you will vote at Albion Elementary School, 9360 Albion Road.

HB 136 Update
Back on Sept. 21st, the House Education Committee passed HB 136, a proposal that would offer vouchers to students in every Ohio school district, regardless of the district’s academic performance. The bill passed 12-10 primarily on a party line vote, with Rep. Nan Baker (R-Westlake) and Rep. Marlene Anielski (R-Walton Hills) voting against the measure along with Democrats. Now that HB 136 has been reported out of committee, it will move to the floor where it will be voted on by the full House some time after the November 8th General Election. HB 136 has the very real possibility of stripping even more state funding from the high performing school districts like ours. This is especially confusing given the public backlash against state budget which cut millions of dollars from local districts already fighting to control costs and deliver a quality public education
HB 136:
• Expands vouchers to students in all school districts, regardless of the academic report card rating of the school building or district. The only qualifier for eligibility is household income. Students whose family income is less than $95,000 would qualify.
• Allows students currently enrolled in private schools to be eligible for the voucher (phases in over four years).
• If the private school tuition is less than the voucher amount, it allows parents to bank the excess dollars for college tuition and textbooks at any private school or college in Ohio.
• Deducts funding for the voucher from the resident school district’s funding (aggregate amount deducted from district cannot exceed a district’s state aid funding.)

LAST WEEK IN YOUR SCHOOL BOARD
On Oct. 19th Superintendent Ed Vittardi delivered his Annual State of the Schools Address at the North Royalton Chamber of Commerce luncheon. He shared the district’s recent achievements which include ranking of Excellent for 11 consecutive years from the Ohio Department of Education and its placement on the Forbes.com “Top Education Towns” inventory. He also gave fiscal report, and presented an update on the district’s strategic plan progress, student achievement, and success stories from each of the school buildings. NRHS students receive National Merit Honors
Special congrats to Kathryn Altizer, Julianna Coleman, Emily Hrovat, Jennifer Pilat and Joel Roggeman who have all been named Commended Students in the 2012 National Merit Scholarship Program.
On October 22nd, I held my Monthly Constituent Coffee at the French Quarter Café. I just wanted to thank those who stopped by to give me their feedback. I hold these monthly coffees in order to stay in touch with fellow residents and listen to their feedback. There is no appointment necessary. Simply stop by and talk to me. I will keep you posted when my next monthly coffee in November will be.
Also on October 22nd I met with State Representative Mike Dovilla during his district office hours at the North Royalton Library to share concerns regarding HB 136, the Governor’s upcoming new school funding model, and to get an update on pending legislation that could impact our school district.

LAST WEEK IN YOUR SCHOOL BOARD

The School Board met on October 10th for its’ October Regular School Board Meeting. Some highlights from the meeting. Students Kelly Mkut, Fariha Mostafiz, and Patrick Barrett from the North Royalton Middle School’s WEB (Where Everyone Belongs) gave a presentation on the program. WEB is a transition program that helps elementary school students make the shift to middle school. During public participation Don Langshaw addressed the board to express concern over the district considering leasing and or drilling for natural gas on district property and concerns over the debt still owed on the stadium project. Board approved the 2011-2012 Student Activities. The Board also approved the transfer from the General Fund of $73,000.00 to the Bond Retirement Fund. Board approved October to be the Month of the Young Adolescent. Superintendent Vittardi informed the Board the district received the Auditor of State Award with Distinction. Board accepted the retirements of Stella Behm, Patricia Ansberry, and Joseph Guilfoyle. The Board approved the creation of a Title I Literacy Coach. Board also approved the appointments of certificated/licensed and classified employees, and supplemental contracts, volunteers, and personal service contracts. The Board approved also various other agenda items, and such other matters that came before the Board.

LAST WEEK IN YOUR SCHOOL BOARD

The School Board met on September 8th for a Board Work Session. The district is reviewing ways to better use the school channel on cable and for Broadview Heights residents to have access to it in accordance with the district’s strategic plan goals. The Board was given an update on the district’s business partnership program. Board got an update on the CAPA Grant and upcoming Health Fair. In addition the cell phone tower by the stadium is still in the process of being relocated to its permanent place. Board got an update on the progress of the stadium project. The track is still being worked on and is in the process of getting the final coating and will need to be striped after that. There are still punch list items that need to be finished for the stadium. There was discussion about what the total cost of the stadium project is. The board had discussion about Gonzoil company and their interest to use district property for fracking. The Board will hold off making any decision on it until November or December. The Board discussed the upcoming OSBA Capital Conference and CVCC Joint District Dinner events coming up. The Board reviewed the September Regular Meeting agenda items, and such other matters that came before the Board. The Board went into executive session for the purpose to discuss the employment of personnel.

On October 8th attended 26th Annual North Royalton High School Alumni Banquet at Carrie Cerino’s Restaurant. Special congrats to Brad Franko from the Class of 1997 for being honored with this years Distinguished Alumni Award and Frances McCaffery being honored with the Distinguished Faculty Award! Being a 2004 graduate of NRHS it is always great to meet all alumni and hear all the stories about their years at our high school.

Originally passed in 2002, and renewed in 2006, the levy will continue to generate $4,395,000 annually. Your vote counts and will go a long way to ensure that your child has every opportunity while growing up and attending the North Royalton City Schools.

LAST WEEK IN YOUR SCHOOL BOARD

The School Board met on September 27th for a Special Board Meeting. The Board approved the adoption of the 2011-2012 appropriations. The 2012-2013 state biennium budget under HB 153 kept Foundation level the same, but did not replace federal dollars i.e. Stimulus Funding. The state biennium budget also accelerated the phase out of the tangible personal property and electric utility reimbursements. As a result of all cuts in funding by the state is losing about $3 million over the course of the 2 year state budget. For fiscal year 2012 estimated general fund revenue for the school district will be 76% Local Revenue and 24% State Revenue. In response to state budget cuts our district reduced staff by approximately 20 positions following the end of the 2010-2011 school year and to help control the district budget and losses in revenue from the state. The Board also approved the appointment of employment of a long term certificated substitute and personal service contract for Royalaries/Band Front Advisor. The Board also discussed other such matters that came before the Board.
On September 30th attended the North Royalton Educational Foundation Annual Pasta Dinner at the North Royalton Middle School cafeteria. The proceeds of the event help fund teacher mini grants and scholarships for graduating seniors. Augie’s of North Royalton catered the dinner which was excellent. There was also various fun activities and entertainment by the middle school music students.
October 1st the Cuyahoga Valley Career Center celebrated their 40th Anniversary of operation. CVCC serves 25 communities and prepares youths and adults to enter, compete in, and advance in an ever-changing work world, and offers access to career training for people with special needs who want to be productive members of the workforce. Our students in the North Royalton School District are so lucky to have such a great place to pursue the career field of their choice.

LAST WEEK IN YOUR SCHOOL BOARD

On September 22nd attended the Second Annual NRMS Honor Society Induction Ceremony. Congrats to all the inductees! It is just great that we have such a program for our students at the middle school!

On September 24th, I held my Monthly Constituent Coffee at the French Quarter Café. I just wanted to thank those who stopped by to give me their feedback. Redistricting Update

HB 136 Update
On Sept. 21, the House Education Committee passed HB 136, a proposal that would offer vouchers to students in every Ohio school district, regardless of the district’s academic performance. The bill passed 12-10 primarily on a party line vote, with Rep. Nan Baker (R-Westlake) and Rep. Marlene Anielski (R-Walton Hills) voting against the measure along with Democrats. Now that HB 136 has been reported out of committee, it will move to the floor where it will be soon voted on by the full House. HB 136 has the very real possibility of stripping even more state funding from the high performing school districts like ours. This is especially confusing given the public backlash against state budget which cut millions of dollars from local districts already fighting to control costs and deliver a quality public education
HB 136:
• Expands vouchers to students in all school districts, regardless of the academic report card rating of the school building or district. The only qualifier for eligibility is household income. Students whose family income is less than $95,000 would qualify.
• Allows students currently enrolled in private schools to be eligible for the voucher (phases in over four years).
• If the private school tuition is less than the voucher amount, it allows parents to bank the excess dollars for college tuition and textbooks at any private school or college in Ohio.
• Deducts funding for the voucher from the resident school district’s funding (aggregate amount deducted from district cannot exceed a district’s state aid funding.)

Please continue to contact our lawmakers in Columbus and share with them your concerns about HB 136 and to tell them to vote No!

LAST WEEK IN YOUR SCHOOL BOARD

The School Board met on September 12th for its’ September Regular School Board Meeting. Some highlights from the meeting. North Royalton Stadium Foundation presented the ribbon cutting ceremony scissors the Board. A few members of the community addressed the Board during the public participation portion of the meeting. Barbara Ann Zindroski and Bonnie Simonelli urged the Board to audio record all its Special or Work Session Meetings and post them online. Currently the Board only records the Regular School Board meetings and posts them online. During the meeting I made a motion to add a Resolution to approve Board Bylaw 0169.4 Taping of all Special Board Meetings to the board agenda for a roll call vote. After a very heated debate the board vote 2-3 on the motion to add it to the agenda for a roll call vote, motion was defeated. Voting yes Hannan and Langshaw; voting no President Reinkober, Vice President Reinhard, and Dolezal. I think it’s terrible that the majority wouldn’t even allow an up or down vote on this. It is terrible in this day and age the board refuses to be more transparent and accessible to local taxpayers. Thank you to all those who have urged for me to keep bringing this up. Unfortunately I have done all that I can do and it is clear that board is against this. Board approved authorization for the treasurer to request advances on 2012 tax settlements. The Board also approved 2011-2012 appropriation adjustments. Also the Board approved various service agreements special education services and for St. Albert the Great for the 2011-2012 school year. Board also approved various resignations, appointments, and supplemental contracts. In addition the Board approved the official bus stops for the 2011-12 school year. The Board approved also various other agenda items, and such other matters that came before the Board.

On September 15th attended Cuyahoga County Council Intergovernmental Relations & Collaboration Committee & NOCCA Fall Public Forum on: How the Six Year County Property Reappraisals and the Appeals Process Impact Municipal Budgets. Board Update

Good Evening:

We will never forget 9/11 and the innocent lives that we lost that day. That day change many lives including mine and others who decided to enlist in the military to fight for our country and the Global War on Terrorism. We pray for those who lost their lives but please don't forget all those who are still fighting to keep us free! If you see a soldier, police officer, or firefighter please take the time to thank them for what they do!

LAST WEEK IN YOUR SCHOOL BOARD

On September 7th attended the North Royalton/Broadview Heights Rotary Club Meeting. At the meeting NRHS student Alexa Neville gave a presentation on her experiences in Japan and Brazil as a long term Rotary Youth Exchange Student. In addition members of the Rotary discussed opportunities for youth through the various programs it has such as Youth Exchange, Interact/Rotaract, 4 Way Speech Contest, and Youth Leadership Camp. It was such a great and informative night.

The School Board met on September 8th for a Board Work Session. The Board got an update on the progress of the stadium project. Board got an update on the implementation of INFOSNAP. District is doing more to go paperless to save thousands of dollars and starting this year has created flyer central on our district website at http://www.northroyaltonsd.org/page.php?loc=district/flyercentral/flyersmain.
The board was informed that there is an increase in the number of ESL students in the district. The new electronic sign has been completed and can be viewed outside the board office. Board was given an update on punch list items that need to be finished for the stadium. The track is still in the process of being completed. In addition the cell phone tower by the stadium is in the process of being moved to its permanent place and should be completed sometime in October. Board was given an update on the upcoming wavier day and new state common core standards. Board discussed doing a resolution regarding the negative impact of HB 136 would have on the North Royalton School District. In addition I requested that the board add to the September Regular Meeting agenda a resolution for Board Bylaw 169.4 to require the audio recording of all special board meetings and have them podcasted online. My request was denied by the Board President. At the Regular School Board Meeting on September 12th I will be making a motion from the floor to have it added to the agenda for a vote. The Board reviewed the September Regular Meeting agenda items, and such other matters that came before the Board. A few members from the public Don Langshaw and Barbara Zindroski asked some questions of the board and expressed some concerns they had. I would like to note that all Special Meetings of the Board are open to the public.


INFOSNAP Update
About 75% of our parents have registered online with our exciting transition to INFOSNAP. Feedback has been incredibly positive and appreciative! Being the first year this is the most involved part of the online process for student registration. Whereas in future years the information will just roll over. This week there are various meetings and events.

September Regular School Board Meeting on September 12th at 7pm @ NRHS Community Rm, 14713 Ridge Rd., North Royalton, OH 44133.

Waiver Day September 14th/No School
On Wednesday, September 14 teachers will be taking part in a professional development program that centers on improving student achievement. Students will not attend school on this day. The purpose of this professional development is focused on a district-wide commitment to the Ohio Improvement Process. In this process, a group of teachers and administrators from across the district called the District Leadership Team analyzed student data, resource allocations, curriculum, and management. This led to the development of goals, strategies and action steps that address student achievement and are aligned to the Strategic Plan. During this professional development day, teachers will examine the new Common Core Standards and align the curriculum with their instruction, learn about new methods of collecting and analyzing student assessment data, and then collaborating by grade levels or departments to put this information into classroom instruction. Throughout the year, teachers will continue to collaborate in a number of ways. Each building now has a Building Leadership Team which will examine building specific student data and create strategies and action steps that help reach the goals that were determined by the District Leadership Team. These teacher leaders will meet for one half-day a month to continue this process and work towards meeting the strategies and action steps created at the building level. One of the most researched based effective instructional strategies is the use of common assessments. These assessments are given by all teachers at a grade level or department and then analyzed to determine where students’ strengths and weakness are, and how to adjust instruction to address these needs. A core group of teachers will be trained on several days by the SMART Consortium in the development and implementation of these powerful instructional tools. Early release days are another avenue for work on curriculum alignment and making the transition between the present standards and the new Common Core standards. On these days, students are released early from school while the teachers stay in the buildings, working in grade levels or by departments to align the curriculum and develop instructional strategies. Teachers also meet regularly after school in scheduled teacher meetings to work on these same professional development activities. All of these activities are essential reaching the goal of the Ohio Improvement Process, which is to increase achievement for all students at North Royalton City Schools. This process is a model of collaboration between teachers and administrators to provide our student with the very best educational experience possible.
