Board Update

Good Evening:

LAST WEEK IN YOUR SCHOOL BOARD

Attended on July 18th the half-day HB 153/State Budget Regional Seminar at the Cuyahoga Valley Career Center, sponsored by the Ohio Association of School Business Officials, Buckeye Association of School Administrators, and the Ohio School Boards Association. The seminar covered an overview of HB 153, update on the Federal ARRA and Ed Jobs Funds, and an update on the status of SB 5 Ballot Issue.

Also on July 18th attended School Funding Meeting at the Cuyahoga Valley Career Center with Governor John Kasich’s assistant policy director for education, Barbara Mattei-Smith to discuss the development of the Governor’s new school funding model. Mrs. Mattei-Smith share with the group the process of creating a new school funding model and the Governor’s goal of introducing a proposal the legislature in January 2012. There are 3 key principals the Governor is looking for in a new school funding model:
1)Resources must be student centered.
2)Resources must go into the classroom.
3)Recognize systems must use multiple deliver systems.
A bulk of the discussion centered on school board members and administrators giving feedback on what they wanted to see in a new school funding model. I had an opportunity to express two of my major concerns regarding a new funding model to Mrs. Mattei-Smith. My first concern is the Robin Hood Effect, that Suburban School District’s like North Royalton and others will be penalized in a new funding model, because the state views district’s like ours as “rich”, and would cause serious issues regarding equity in funding. I suggested that there be measures in place to ensure that funding is fairly distribute funding. The second concern I expressed was state does not have a plan to create a sustainable source of revenue to use for school funding. I suggested that the state focus on looking at other state models that have sustainable funding sources. Overall it was a good discussion and I plan to follow this very closely.

On July 21st, I held my Monthly Constituent Coffee at the French Quarter Café. I just wanted to thank those who stopped by to give me their feedback. If you've ever testified before some kind of elected body, you may know that sometimes all you get back is a perfunctory thanks for being there. And then nothing. In part two of a two-part special on citizen engagement with public bodies like school boards and city councils, Dan and Luke solicit help from elected officials and a renowned policy guy to try to figure out what's going on in the public comment period of these meetings. 2nd Annual Operation North Royalton Cares
The mission of Operation North Royalton Cares is to collect school supplies for families of students in need, living in North Royalton. Throughout the week of August 8th-14th there will be various drop off locations throughout the city for community members to donate items. The program is supported by the North Royalton City School District in coordination with the City of North Royalton Office on Aging and Human Services.Operation North Royalton Cares will kick off with a free event open to the public on August 8th from 6pm-7pm at the French Quarter Café located at 5540 Wallings Rd., called “A Taste of the Big Easy”, there will be a sampling of traditional New Orleans food. All those who attend are asked to bring one school supply to the event. Backpacks and gift cards to school supply stores are in large demand this year. In addition here is list of items we are in need of as well.

LAST WEEK IN YOUR SCHOOL BOARD

The School Board met on July 11th for its’ July Regular School Board Meeting. Some highlights from the meeting. The board had several guest. The Board recognized members of the North Royalton City School District business partnership who were recently honored by the Ohio School Boards Association’s Business Honor Roll lists. Board approved the reappointment of Rich McIntosh as Treasurer of the North Royalton School District effective August 1, 2012 through July 31, 2015. By a 4-1 vote the Board approved the Northeast Ohio Conference Salary Schedule for Officials and the North Royalton H.S./M.S. Salary Schedule for Athletic Event Workers for the 2011-2012 school year. The Board approved a resolution to proceed with a 4.4 mil renewal levy for the November 8th ballot. It is important to note that this renewal levy will not raise taxes. The Board approved Supplemental Contracts for the 2011-2012 school year by a 4-1 vote. Supplemental Contracts are agreements to pay teachers and staff members for additional duties such as: coaching, bus duty, grade level representative, club advisor, department head, and etc. As a district we spend about $622, 691 in this area. This area of spending has come along way since I came on to the board. I fought very hard last year to reform these contracts because they were a mess. I felt so strongly about it last year that I did not vote for it and abstained. My fellow Board Member Cheryl Hannan and I both expressed that there were still some areas within the supplemental contracts that could be trimmed more. After some debate which you can listen to on the audio recording below, I end up voting for the supplemental contracts this year only because there are some great opportunities for our students to be involved in a wide variety of activities. I also wanted to give some of the reforms that have been made since last year a chance, but if no additional changes are made next school year, I believe will not support them until we can reduce some more of the redundancy that is still there and a have a deeper review of which ones are evenhttp://www.blogger.com/img/blank.gif necessary. Although Mrs. Hannan voted against the supplemental contracts, I was very much on the fence to join her. Board approved a resolution authorizing the execution of a memorandum of understanding with the North Royalton Athletic Boosters. Also the Board approved a resolution authorizing the execution of a memorandum of understanding with the North Royalton Band Boosters. The Board approved also various other agenda items, and such other matters that came before the Board.

North Royalton City Schools has expanded efforts to communicate with the community through regular e-communications and hope you will sign up for our e-blasts on the home page of the district’s new website at www.northroyaltonsd.org. Click on SIGN UP TODAY in the STAY CONNECTED portion of the website. The district plans on using this new form of communication to update residents and school families on upcoming events, programs, and announcements. When community members sign up, they will have the choice to get messages from the district as a whole or individual school buildings.

New State Superintendent of Public Instruction
Stan W. Heffner was appointed as Ohio’s 36th superintendent of public instruction. The State Board of Education voted this past week to make Heffner’s interim position permanent. He has served as interim superintendent of public instruction since May, following former state superintendent Deborah S. Delisle’s resignation in April. Prior to that, Heffner had served as associate superintendent for curriculum and assessment since 2004. As state superintendent, Heffner will lead the state’s elementary and secondary education system, which serves 1.8 million students and employs 190,000 educators.

The School Board met on July 7th for a Special Board Meeting. The Board unanimously approved the first of two resolutions needed to place a renewal levy on the November 8th ballot. The renewal levy will not increase taxes. It will continue to raise $4.4 million per year for the operations of the school district. At the July 11th Regular School Board Meeting the Board will need to approve the second resolution. Then after that all documents will then be filed and the Cuyahoga County Fiscal Officer, who will compute the millage to raise the proposed amount. Board discussed State Budget HB 153 that was approved by the Governor and some highlights of it. Over the course of the two year state budget the district will see a loss of about $3.4 million dollars in state funding. With the budget over the Board is keeping an eye on the Governor and his plan to create a new funding model for public education by July 2012. The Board was given an update on the stadium project is well underway and construction crews are working hard to get it completed on time for late August. In next few weeks there will be even more activity when the Scoreboard is completed, new electronic sign installation in the front of the Board of Education Office, relocation of cell tower by the stadium, and steel framework going up on the home side of the stadium. Board had discussion on the proposed Athletic Event Workers Salary Schedule and Supplemental Contracts for the 2011-2012 school year. Board was given an update on Operation NR Cares program that helps students and families in need living in North Royalton which will be held the week of August 8th-14th. Board had more discussion on the policies recommendations for finance and fiscal operations. The Board still needs more time to review the policies and will hold off until the August Board Work Session to have a first reading. The Board reviewed the expenditures of Board Member Dolezal’s trip to Washington, DC as part of the Ohio School Boards Association’s Federal Relations Network Conference. Board also reviewed its’ cell phone policy and costs of district provided phones. The Board also went into Executive Session for the purpose to discuss the employment of personnel. The Board reviewed the July Regular Meeting agenda items, and such other matters that came before the Board.

On July 9th attended the Broadview Heights Home Days. It was a fun time and nice seeing many Broadview Heights residents who live in the North Royalton School District.

Board Update



Good Afternoon:
Happy 4th of July everyone! Thank you to all those who have served or are currently serving our country in the United States Military. We are all free because of you!


LAST WEEK IN YOUR SCHOOL BOARD

On June 30th Toured the Stadium Project with the Superintendent, Assistant Superintendent, and some of my fellow Board Members. Construction is going well and the nice weather has been a huge help. The School Board met on June 30th for a Special Board Meeting. The Board approved the Appropriation Adjustments, Transfer/Advances, Final 2010-2011 Fund Appropriations, 2011-2012 Temporary Appropriations, Employment of Personnel, and such other matters that may come before the Board.

Late evening June 30th Governor John Kasich signed HB 153 the state budget into law. We are still learning more about the full impact of the approved budget. But it appears that the North Royalton City School District will lose about $3.4 Million in state funding over the course of the 2 year state budget. Originally our district was going to lose $4.9 Million, but because of the great lobbying efforts of the board and the members of the community like you we were able to reduce how devastating the cuts could have been. It is still terrible to see any major cuts to public education. It is worth noting Ohio’s reductions in state aid to K-12 education are the sixth largest in the nation, according to the Spring 2011 Fiscal Survey of States, published jointly by the National Governors Association and National Association of State Budget Officers. (The Ohio General Assembly has added some K-12 funds to the budget since data for the survey was collected.) The only states in the report with higher cuts to K-12 education, by rank, are New York, Texas, Pennsylvania, Maryland and Wisconsin. The Ohio Department of Education Recently Released Ohio Achievement Test Results and Preliminary Report Card Information to School Districts. On June 15th, the Ohio Department of Education released individual student scores on the Ohio Achievement Tests. District personnel analyzed the results and determined preliminary passing rates. Just recently, report card data was populated on the ODE website. Although these results are not official, we are pleased to share these preliminary results expressed as percentage proficient:

3rd grade: Reading- 95
Math- 97.8

4th grade: Reading- 96.8
Math- 96.4

5th grade: Reading- 88.2
Math- 83.9
Science- 86.5

6th grade: Reading- 94.5
Math- 88.9

7th grade: Reading- 90.9
Math- 89.8

8th grade: Reading- 93.7
Math- 92.6
Science- 81.8

The results for the Ohio Graduation Tests were released in late May. These results are expressed as percentage proficient:

10th grade: Reading- 96.5
Math- 96.5
Writing- 96.8
Social Studies- 93.1
Science- 89.4

These results show an increase in 13 of the 19 tested areas, which illustrates the district’s commitment to continue to improve student achievement, even when students already achieve at a very high level. The preliminary results show an increase in the index score as well, receiving 106. The index score expresses the number of students who score at the basic, limited, proficient, accelerated and advanced levels. The higher the index score, the more students scoring at the accelerated and advanced levels. The district had over 64% of its students score in the accelerated and advanced levels. Report cards are not finalized until Value Added measures are calculated and added to the report sometime in August. Congrats to all our students and staff for again achieving at such a high level on the state assessments.

The School Board will meet on July 7th for its’ Board Work Session at 6pm @ the North Royalton Board of Education Office Conference Room, 6579 Royalton Rd., North Royalton, OH 44133. The Board will be approving a resolution determining to submit to the electors of the North Royalton City School District the question of renewing an existing tax levy, reviewing the July Regular Meeting agenda items, and such other matters that may come before the Board.
