Board Update





Good Evening:

Again, welcome back! I hope everyone’s first few days of school are off to a great start!

LAST WEEK IN YOUR SCHOOL BOARD

On August 23rd attended Valley Vista Elementary School Open House. It was great seeing all the students, parents, and staff! For the 2011-2012 school year I will be serving as the School Board Building Liaison for Valley Vista.

Attended the North Royalton Stadium Foundation’s Donor and Supporter Recognition Night on August 25th. Wow the new stadium looks amazing! Although the night recognized all the special donors. I just want to again express a personal thanks to the North Royalton Stadium Foundation, all the generous donors, City of North Royalton, City of Broadview Heights, district administration, and everyone in the community who helped make this dream come true. If you have a chance please stop by and check the stadium out and of course come to one of the many events or games that will be held there this year.

On August 27th met with State Representative Mike Dovilla during his District Office Hours at the Strongsville Library. I expressed concerns regarding the governor’s plans to create a new school funding model and the possible negative effect it could have on district’s like North Royalton. It was very positive to learn that a bipartisan, bicameral Suburban Caucus in the legislature was recently formed to advocate for the interest of suburbs. I believe this is a very positive step forward and I plan to see what ways local school districts like ours can benefit from such lobbying efforts.

State Report Card Results
The North Royalton City School district has earned the designation of “Excellent” for the 2010-1011 State School Report Card from the Ohio Department of Education. This is our eleventh year getting an excellent rating which is a great achievement for our school district. I would like to note that the district’s performance index score of 105.9, is the highest its’ been in six years. In 2009-10, the performance index was 105.3. This score reflects the achievement for every enrolled student. Our district met all 26 state indicators on the report card. I think it is important to note that 74% of all district students scored “accelerated” or “advanced” on assessment tests. If you like to see the full state report card check it out at:

Need your Feedback on Audio Recording Special Board Meetings
The North Royalton School Board meets typically twice a month with a Special Board Meeting and then with a Regular Board Meeting. All these meetings are open to the public. It is the Special Board meeting or also known as Board Work Session that the majority of all the major discussion of the board takes place. The Special Board Meetings are rarely attended by the public but in my opinion they are the most important meetings of the board that the public should be aware of. Recently many of you have urged for me again to get the board to audio record all of the Special Board Meetings and podcast them online just like we do of our Regular Board Meetings which can be found at: http://www.northroyaltonsd.org/page.php?loc=district/boardmeetings/bdmeetings2011.
However, a majority of the members of the current school board are against audio recording Special Meetings of the Board. Many of them do not believe me when I tell them that the public wants the board to be more transparent by audio recording these Special Meetings and podcasting them online for the public to listen to. The Board already records its’ Regular Board Meetings and should do the same with the Special Board Meetings. To give you a little more background into this issue. Since taking office back in 2010 I fought very hard for increased transparency of the board and drafted Board Bylaw 169.3 which requires the audio recording of all regular school board meetings. Prior to coming on the board there was no such requirement. I was able to get this bylaw approved unanimously by the whole board in March 2010. During the Special Board Meetings of January 7,2010; February 4, 2010; November 11, 2010, and April 6, 2011 I have brought up for board discussion that all Special Meetings of the Board should be audio recorded and have been shot down by the majority of the board. Please know I am trying my best to get increased transparency but I am only one out of five members on the North Royalton School Board. I work for you and I am hearing you all loud and clear. Most importantly I agree with you all that there should be increased transparency. I plan to bring up the following board bylaw I have drafted for Board discussion at the upcoming September 8th Special Board Meeting and will try to get a formal vote on this at the September 12th Regular School Board Meeting. Here is what I am proposing:

All special meetings of the Board, except executive sessions, shall be recorded on audio. Audio recordings will be labeled and maintained in the Central Office under the supervision of the Treasurer. All audio recordings will be posted online on the district’s website. All recordings shall be maintained according to the Board's records retention policy.

As I stated I am trying my best to make sure your voice is heard in this matter but I need your help now. If you want increased transparency of the North Royalton School Board and want all Special Board Meetings to be audio recorded. Can you please take a few minutes to write, e-mail, or call the other members of the Board and share with them what you have been telling me since I took office. Only then maybe they will listen. Also if you would like to speak to the whole board at the September 12th Regular Board Meeting I am attaching a copy of the public participation form that you will need to fill out before the meeting in order to able to address the board.

LAST WEEK IN YOUR SCHOOL BOARD

The School Board met on August 15th for a Special Board Meeting for a Board Development Workshop. The Board got an update on the status of the Stadium Project. The Board also discussed such other matters that came before the Board.

On August 21st I participated in the North Royalton Homedays Parade. It was great seeing everyone in the parade and all the nice comments from residents.

If You like One Langshaw, Why Not Send Another to serve on the North Royalton School Board come November 8th

FOR IMMEDIATE RELEASE
August 15, 2011

(North Royalton, Ohio)—The North Royalton School Board race for the November 8th General Election will be one to remember and once more historic in nature. Out of the field of seven candidates contending for one of the three seats up for grabs on the board, one candidate stands out the most by their last name of Langshaw. No, current Board Member Dan Langshaw’s term is not up this year. But another Langshaw wants voters to give him a chance to serve on the board. This time it is Dan’s father Don Langshaw who is running for one of the three seats up for election on the school board.

Many will remember back in 2009 Dan Langshaw made history as the youngest resident ever at the age of 23 to be elected to the North Royalton School Board in district history. If elected, it will be Don Langshaw who will make history as the first father to serve with a son on the board. Family members serving together on the North Royalton School Board is not entirely new concept in the history of the district. Many years ago there was a husband and wife who both served together on the board.

With the prospect of serving with his father on the board, current Board Member Dan Langshaw had this to say “I was surprised at first when my dad asked for my permission and blessing to run. But thinking about it I thought of how our country was started by fathers and sons serving together to help create one of the greatest nations on Earth. It really isn’t a major surprise that my dad felt a calling to serve. I would not be the man I am today if it wasn’t for how I was raised by my parents who encouraged me to follow my dreams. Those dreams drove me to follow my own calling of public service first as a soldier in the United States Army serving my nation and now as school board member serving my community.”

Don Langshaw, is not a newcomer to local politics. Back in 2003 Don ran for North Royalton City Council Ward 2 against Vince Gentile and lost his bid for election. Don has been very active in the community with being a former city Recreation Board Member, Community Emergency Response Team Leader, Youth Soccer Coach & Administrator, active parishioner at St. Albert the Great Church, and as a supportive father of four children whom have all been educated in the North Royalton City School District.

LAST WEEK IN YOUR SCHOOL BOARD

On August 8th attended “A Taste of the Big Easy” kick off event for Operation North Royalton Cares will at the French Quarter Café located called, there will be a sampling of traditional New Orleans food. The food was great and we also had great number of school supplies that were donate to get the week started.

2nd Annual Operation North Royalton Cares
The mission of Operation North Royalton Cares is to collect school supplies for families of students in need, living in North Royalton. Throughout the week of August 8th-14th there was various drop off locations throughout the city for community members to donate items. The program was supported by the North Royalton City School District in coordination with the City of North Royalton Office on Aging and Human Services.
This year’s program was extremely successful and we will be able to help even more students and families than last year. As one the organizers I just like to thank everyone for making this years program a success!

The School Board met on August 8th for its’ August Regular School Board Meeting. Some highlights from the meeting. Board appointed Superintendent Edward A. Vittardi, or his designee, as the Board’s Hearing Officer for all suspension hearings and expulsions. The Board also approved change funds for the 2011-2012 school year. In addition the board approved 2011-2012 appropriation adjustments. Board approved a resolution authorizing the use of up to three makeup excess online calamity days. The Board also approved accepting various resignations/retirements, change of assignment for the 2011-12 school year, amend leaves of absences, and appointments of certificated/licensed and classified employees. Board also approved Ohio Schools Council Lake Erie Educational Media Consortium agreement. In the Board approved a resolution authorizing a change order to the general trades contract with JTO, Inc. for increased scope of work to the high school stadium project to not exceed the amount of $23,901.25. The Board approved also various other agenda items, and such other matters that came before the Board.

On August 11th Toured New Bus Storage Facility on Rt. 82. It was great to see the new bus storage facility and the amount of space we have to store our buses. Earlier in the year we had to relocate our buses because of the stadium project. This facility will serve as a temporary home to the transportation department for the next few years.

Attended on August 12th the City of North Royalton Volunteer Recognition Luncheon. Congrats to all those who received special recognition for their volunteering efforts!

On August 13th attended the Ohio School Boards Association’s State Legislative Platform Committee Meeting in Columbus. We will be reviewed the proposed amendments to the platform, and voted on which ones to submit to the OSBA Delegate Assembly for approval. There was also a brief legislative update that was given.

LAST WEEK IN YOUR SCHOOL BOARD

On August 4th toured the progress of the Stadium Project. The press box has been completed, finishing touches are underway on the home side bleachers, and the turf was being laid down during my tour. The biggest thing that still needs to be completed is the track. It was great to see how much progress has been made since last month.

The School Board met on August 4th for a Board Work Session. The Board got an update on the progress of the stadium project. A change order not to exceed the total amount of $23,901.25 to the general trades contract with JTO, Inc. for increased scope of work to the stadium project will be on the Regular Board Meeting agenda. This is necessary because of bad subgrade soils under the old track and old home bleacher area, additional soil had to be removed and a new base material needed to be installed. The Board got an update on Info Snap which will be used for online registration and will help the district save money by reducing paper usage. Curriculum Director Bruce Bradley gave the Board a Strategic Plan update on Goal # 2 Student Achievement and also shared information on the Common Core State Standards Initiative. The Board discussed appointments for School Building Liaisons for the 2011-2012 School Year. I will be the School Building Liaison for Valley Vista this year. The Board also went into Executive Session for the purpose to discuss the employment of personnel. The Board reviewed the August Regular Meeting agenda items, and such other matters that came before the Board.

A Taste of the Big Easy
Operation North Royalton Cares will kick off with a free event open to the public on August 8th from 6pm-7pm at the French Quarter Café located at 5540 Wallings Rd., North Royalton, OH 44133 called “A Taste of the Big Easy”, there will be a sampling of traditional New Orleans food. All those who attend are asked to bring one school supply to the event.

LAST WEEK IN YOUR SCHOOL BOARD

On July 27th participated in a Teleconference on Understanding and Analyzing the Reauthorization of ESEA, sponsored by the Young Elected Officials Network. Those of you who are not familiar with (ESEA) The Elementary and Secondary Education Act, it was originally passed in 1965 as part of the United States’ “War on Poverty.” It was amended and reauthorized under the Bush Administration in 2002 under the name “No Child Left Behind.” This year, ESEA/NCLB is up for reauthorization by Congress. Special guest, Jon Schnur of New Leaders for New Schools and former Senior Advisor to U.S. Secretary of Education Arne Duncan discussed on the conference call the reauthorization of ESEA and the ramifications of that authorization. It was very helpful to have a better understanding of this issue and how we can urge Congress to make improvements to ESEA.

Attended on July 29th the Transparency Action Plan Summit at Cleveland State University. Over 120 citizens and public officials met to discuss to make Cuyahoga County Government more open and transparent. The program included speeches from County Executive Edward FitzGerald and Councilman Dave Greenspan (D1), as well as short demonstrations from local government agencies and non-profit organizations already implementing model projects. Featured presentations included: Civic Commons, the Child Support Enforcement Agency, NEO CANDO, the Cuyahoga County Planning Commission weblog, RTA, and CEO’s for Cities “Change by Us.” I found this meeting very helpful and inspiring because there are things that can be done on the North Royalton School Board to increase transparency and opening up the Board more to the residents of our own school district. Regardless of the level of government, we all should be transparent and open to those that we serve. If you like to learn more about the TAP Summit, check out the website at: http://tapsummit.org/

A Taste of the Big Easy
Operation North Royalton Cares will kick off with a free event open to the public on August 8th from 6pm-7pm at the French Quarter Café located at 5540 Wallings Rd., North Royalton, OH 44133 called “A Taste of the Big Easy”, there will be a sampling of traditional New Orleans food. All those who attend are asked to bring one school supply to the event.

2nd Annual Operation North Royalton Cares
The mission of Operation North Royalton Cares is to collect school supplies for families of students in need, living in North Royalton. Throughout the week of August 8th-14th there will be various drop off locations throughout the city for community members to donate items. The program is supported by the North Royalton City School District in coordination with the City of North Royalton Office on Aging and Human Services.
Backpacks and gift cards to school supply stores are in large demand this year. In addition here is list of items we are in need of as well.

Glue/Glue Sticks
Protractors
Calculators

$10 Gift Cards or more to school supply stores such as: (Office Max, Staples, Walmart, Target, Giant Eagle, CVS, Drug Mart, Rite Aide, and etc.).

Monetary donations will be accepted. Checks can be made out to the Charitable Fund of North Royalton Kiwanis, in the memo portion of the check please put down School Supplies. If anyone is making a gift card or monetary donation, please drop them off only at the Board of Education Office or the Office on Aging & Human Services. Items can be dropped off at the following locations:

Please mark your calendars for August 19 - 21, 2011. The North Royalton Home Days Community Festival will be taking place on the City Green. On Sunday, August 21, the Home Days Parade will coming down Ridge Road. To learn more about it check out the city’s website at www.northroyalton.org.

Dr. Guarendi has been a regular guest on national radio and television, including Oprah, Joan Rivers, Scott Ross Prime Time, 700 Club, Gordon Elliot, and CBS This Morning. He’s appeared on regional radio and television shows in over 40 states and Canada. He has been the program psychologist for Cleveland’s Morning Exchange, Pittsburgh 2-Day, and AM Indiana.
