LAST WEEK IN YOUR SCHOOL BOARD

On September 22nd attended the Second Annual NRMS Honor Society Induction Ceremony. Congrats to all the inductees! It is just great that we have such a program for our students at the middle school!

On September 24th, I held my Monthly Constituent Coffee at the French Quarter Café. I just wanted to thank those who stopped by to give me their feedback. I hold these monthly coffees in order to stay in touch with fellow residents and listen to their feedback. There is no appointment necessary. Simply stop by and talk to me. I will keep you posted when my next monthly coffee in October will be.

Redistricting Update

HB 136 Update
On Sept. 21, the House Education Committee passed HB 136, a proposal that would offer vouchers to students in every Ohio school district, regardless of the district’s academic performance. The bill passed 12-10 primarily on a party line vote, with Rep. Nan Baker (R-Westlake) and Rep. Marlene Anielski (R-Walton Hills) voting against the measure along with Democrats. Now that HB 136 has been reported out of committee, it will move to the floor where it will be soon voted on by the full House. HB 136 has the very real possibility of stripping even more state funding from the high performing school districts like ours. This is especially confusing given the public backlash against state budget which cut millions of dollars from local districts already fighting to control costs and deliver a quality public education
HB 136:
• Expands vouchers to students in all school districts, regardless of the academic report card rating of the school building or district. The only qualifier for eligibility is household income. Students whose family income is less than $95,000 would qualify.
• Allows students currently enrolled in private schools to be eligible for the voucher (phases in over four years).
• If the private school tuition is less than the voucher amount, it allows parents to bank the excess dollars for college tuition and textbooks at any private school or college in Ohio.
• Deducts funding for the voucher from the resident school district’s funding (aggregate amount deducted from district cannot exceed a district’s state aid funding.)

Please continue to contact our lawmakers in Columbus and share with them your concerns about HB 136 and to tell them to vote No!

November 8th General Election
The Cuyahoga County Board of Elections will no longer automatically mail Vote by Mail Ballot Applications to voters. To vote by mail for the November 8, 2011 General Election, you must fill out a Vote By Mail Application. You can click on

September 29th is date of the first SCENE Meeting. This meeting will be held at the North Royalton High School Community Room beginning at 6:30 pm.

The North Royalton Education Foundation will sponsor a Pasta Dinner on Friday, September 30th at North Royalton Middle School from 4:30 pm to 6:30 pm. Pre-sold tickets are $8.00 for adults, $6.00 for senior citizens, $6.00 for students, and $3.00 for children under the age of 6, and can be purchased through the schools. The prices of tickets purchased at the door on the 30th are slightly higher.

Board Update

Good Evening:

LAST WEEK IN YOUR SCHOOL BOARD

The School Board met on September 12th for its’ September Regular School Board Meeting. Some highlights from the meeting. North Royalton Stadium Foundation presented the ribbon cutting ceremony scissors the Board. A few members of the community addressed the Board during the public participation portion of the meeting. Barbara Ann Zindroski and Bonnie Simonelli urged the Board to audio record all its Special or Work Session Meetings and post them online. Currently the Board only records the Regular School Board meetings and posts them online. During the meeting I made a motion to add a Resolution to approve Board Bylaw 0169.4 Taping of all Special Board Meetings to the board agenda for a roll call vote. After a very heated debate the board vote 2-3 on the motion to add it to the agenda for a roll call vote, motion was defeated. Voting yes Hannan and Langshaw; voting no President Reinkober, Vice President Reinhard, and Dolezal. I think it’s terrible that the majority wouldn’t even allow an up or down vote on this. It is terrible in this day and age the board refuses to be more transparent and accessible to local taxpayers. Thank you to all those who have urged for me to keep bringing this up. Unfortunately I have done all that I can do and it is clear that board is against this. Board approved authorization for the treasurer to request advances on 2012 tax settlements. The Board also approved 2011-2012 appropriation adjustments. Also the Board approved various service agreements special education services and for St. Albert the Great for the 2011-2012 school year. Board also approved various resignations, appointments, and supplemental contracts. In addition the Board approved the official bus stops for the 2011-12 school year. The Board approved also various other agenda items, and such other matters that came before the Board.

On September 15th attended Cuyahoga County Council Intergovernmental Relations & Collaboration Committee & NOCCA Fall Public Forum on: How the Six Year County Property Reappraisals and the Appeals Process Impact Municipal Budgets. Board Update

Good Evening:

We will never forget 9/11 and the innocent lives that we lost that day. That day change many lives including mine and others who decided to enlist in the military to fight for our country and the Global War on Terrorism. We pray for those who lost their lives but please don't forget all those who are still fighting to keep us free! If you see a soldier, police officer, or firefighter please take the time to thank them for what they do!

LAST WEEK IN YOUR SCHOOL BOARD

On September 7th attended the North Royalton/Broadview Heights Rotary Club Meeting. At the meeting NRHS student Alexa Neville gave a presentation on her experiences in Japan and Brazil as a long term Rotary Youth Exchange Student. In addition members of the Rotary discussed opportunities for youth through the various programs it has such as Youth Exchange, Interact/Rotaract, 4 Way Speech Contest, and Youth Leadership Camp. It was such a great and informative night.

The School Board met on September 8th for a Board Work Session. The Board got an update on the progress of the stadium project. Board got an update on the implementation of INFOSNAP. District is doing more to go paperless to save thousands of dollars and starting this year has created flyer central on our district website at http://www.northroyaltonsd.org/page.php?loc=district/flyercentral/flyersmain.
The board was informed that there is an increase in the number of ESL students in the district. The new electronic sign has been completed and can be viewed outside the board office. Board was given an update on punch list items that need to be finished for the stadium. The track is still in the process of being completed. In addition the cell phone tower by the stadium is in the process of being moved to its permanent place and should be completed sometime in October. Board was given an update on the upcoming wavier day and new state common core standards. Board discussed doing a resolution regarding the negative impact of HB 136 would have on the North Royalton School District. In addition I requested that the board add to the September Regular Meeting agenda a resolution for Board Bylaw 169.4 to require the audio recording of all special board meetings and have them podcasted online. My request was denied by the Board President. At the Regular School Board Meeting on September 12th I will be making a motion from the floor to have it added to the agenda for a vote. The Board reviewed the September Regular Meeting agenda items, and such other matters that came before the Board. A few members from the public Don Langshaw and Barbara Zindroski asked some questions of the board and expressed some concerns they had. I would like to note that all Special Meetings of the Board are open to the public.


INFOSNAP Update
About 75% of our parents have registered online with our exciting transition to INFOSNAP. Feedback has been incredibly positive and appreciative! Being the first year this is the most involved part of the online process for student registration. Whereas in future years the information will just roll over. This is a great way to save thousands of dollars and to be more efficient as a district.

September Regular School Board Meeting on September 12th at 7pm @ NRHS Community Rm, 14713 Ridge Rd., North Royalton, OH 44133.

Waiver Day September 14th/No School
On Wednesday, September 14 teachers will be taking part in a professional development program that centers on improving student achievement. Students will not attend school on this day. The purpose of this professional development is focused on a district-wide commitment to the Ohio Improvement Process. In this process, a group of teachers and administrators from across the district called the District Leadership Team analyzed student data, resource allocations, curriculum, and management. This led to the development of goals, strategies and action steps that address student achievement and are aligned to the Strategic Plan. During this professional development day, teachers will examine the new Common Core Standards and align the curriculum with their instruction, learn about new methods of collecting and analyzing student assessment data, and then collaborating by grade levels or departments to put this information into classroom instruction. Throughout the year, teachers will continue to collaborate in a number of ways. Each building now has a Building Leadership Team which will examine building specific student data and create strategies and action steps that help reach the goals that were determined by the District Leadership Team. These teacher leaders will meet for one half-day a month to continue this process and work towards meeting the strategies and action steps created at the building level. One of the most researched based effective instructional strategies is the use of common assessments. These assessments are given by all teachers at a grade level or department and then analyzed to determine where students’ strengths and weakness are, and how to adjust instruction to address these needs. A core group of teachers will be trained on several days by the SMART Consortium in the development and implementation of these powerful instructional tools. Early release days are another avenue for work on curriculum alignment and making the transition between the present standards and the new Common Core standards. On these days, students are released early from school while the teachers stay in the buildings, working in grade levels or by departments to align the curriculum and develop instructional strategies. Teachers also meet regularly after school in scheduled teacher meetings to work on these same professional development activities. All of these activities are essential reaching the goal of the Ohio Improvement Process, which is to increase achievement for all students at North Royalton City Schools. This process is a model of collaboration between teachers and administrators to provide our student with the very best educational experience possible.

Board Update

LAST WEEK IN YOUR SCHOOL BOARD

Attended the North Royalton High School Open House on August 29th. It was great seeing so many parents, teachers, staff and the very motivating presentation by new High School Principal Mic Becerra.

On September 2nd participated in the dedication/ribbon cutting ceremony with the entire school board for the official opening of the new Serpentini Chevrolet Stadium, Home of Gibson Field. Again thank you to all those who worked so hard to make this all come true! The North Royalton Bears christened the new stadium in style by defeating Revere 31-12!

Still need your Feedback on Audio Recording Special Board Meetings
The North Royalton School Board meets typically twice a month with a Special Board Meeting and then with a Regular Board Meeting. All these meetings are open to the public. It is the Special Board meeting also known as the Board Work Session that the majority of all the major discussion of the board takes place. The Special Board Meetings are rarely attended by the public but in my opinion they are the most important meetings of the board that the public should be aware of. Recently many of you have urged for me again to get the board to audio record all of the Special Board Meetings and podcast them online just like we do of our Regular Board Meetings which can be found at: http://www.northroyaltonsd.org/page.php?loc=district/boardmeetings/bdmeetings2011.
However, a majority of the members of the current school board are against audio recording Special Meetings of the Board. Many of them do not believe me when I tell them that the public wants the board to be more transparent by audio recording these Special Meetings and podcasting them online for the public to listen to. The Board already records its’ Regular Board Meetings and should do the same with the Special Board Meetings. To give you a little more background into this issue. Since taking office back in 2010 I fought very hard for increased transparency of the board and drafted Board Bylaw 169.3 which requires the audio recording of all regular school board meetings. Prior to coming on the board there was no such requirement. I was able to get this bylaw approved unanimously by the whole board in March 2010. During the Special Board Meetings of January 7,2010; February 4, 2010; November 11, 2010, and April 6, 2011 I have brought up for board discussion that all Special Meetings of the Board should be audio recorded and have been shot down by the majority of the board. Please know I am trying my best to get increased transparency but I am only one out of five members on the North Royalton School Board. Most importantly I agree with you all that there should be increased transparency. I plan to bring up the following board bylaw I have drafted for Board discussion at the September 8th Special Board Meeting this Thursday and will try to get a formal vote on this at the September 12th Regular School Board Meeting. Here is what I am proposing:

All special meetings of the Board, except executive sessions, shall be recorded on audio. Audio recordings will be labeled and maintained in the Central Office under the supervision of the Treasurer. All audio recordings will be posted online on the district’s website. All recordings shall be maintained according to the Board's records retention policy.

I am trying my best to make sure your voice is heard in this matter but I am still in need of your help. If you want increased transparency of the North Royalton School Board and want all Special Board Meetings to be audio recorded. Can you please take a few minutes to write, e-mail, or call the other members of the Board and share with them what you have been telling me since I took office and now. Also if you would like to speak to the whole board at the September 12th Regular Board Meeting I am attaching a copy of the public participation form that you will need to fill out before the meeting in order to able to address the board.
