State Budget Update

I hope everyone’s summer is going well. I just wanted to give you all a quick update on the State Budget HB 153. On Monday June 27th the joint legislative state budget Conference Committee met late to debate what is assumed to be the final version of Amended Substitute House Bill 153, the biennial budget legislation. After more than several hours of deliberation, the committee voted along party lines (4–2) to recommend a final product to both houses. On Tuesday June 28th the Senate voted approved the committee’s recommendation. Today the House also approved the Conference Committee’s recommendations. The budget now goes to Governor John Kasich a day to sign the bill into law, which is just in time for the new fiscal year to begin this Friday.

I would like to share with you some of the changes made by the Conference Committee to the Senate, version of the budget affecting public education which include:


• Health care pooling option for local government employees’ coverage: optional, self-insurance and other pools could still exist as long as they meet best practices and benchmarks.
• Eliminates BMI testing requirements for all school districts.
• Mandatory teacher evaluations based on multiple measures, with 50% based on student performance. The State Board of Education will develop the framework; school districts will adopt after their current bargaining contracts expire.
• Criteria must be developed for these evaluation categories: “accomplished,” “proficient,” “developing” and “ineffective.”
• Prohibits using seniority for reductions in force (RIF) or rehiring, except when evaluations are comparable.
• School districts receiving federal Race to the Top (RttT) funds must use pay-for-performance criteria under a schedule based on license and evaluations.
• School districts NOT receiving RttT funds must use either performance-based salary schedule or current law.
• Principals or other employees could also serve as a school district’s gifted education coordinator if qualified.
• Removes the provision allowing home-schooled students to participate in extracurricular activities.
• Allows for students over age 22 to be enrolled tuition-free in school district and charter school dropout recovery and prevention schools.
• Removes the provision prohibiting the selling of services to a charter school by a sponsor.
• Reinstates the moratorium on new e-schools until 2013, then allows up to five new schools each year thereafter.
• Allows charter schools that do not have a sponsor to apply to the Ohio Department of Education (ODE) for approval to operate.

• Jon Peterson Special Needs Scholarship (voucher) Program.
• The provision allowing students over the age of 22 to attend school tuition-free.
• The provision that would allow charter schools without sponsors to apply to ODE for approval to operate.

LAST WEEK IN YOUR SCHOOL BOARD

The School Board met on June 20th for a Special Board Meeting. The Board went into Executive Session for the purpose to discuss the employment of personnel. For the rest of the meeting the Board discussed Board goals, and such other matters that may come
before the Board.

On June 22nd participated as guest panelist on the Civic Commons Radio Program, which is a dynamic half-hour public affairs program airing Saturday mornings on 88.7 FM, WJCU and Tuesday evenings on WYSU. It features citizen voices more than talking heads, citizen commentaries instead of expert drones, and hosts who are always looking for different ways to set the stage for discussion. Hosted by award-winning public radio host Dan Moulthrop, produced by Luke Frazier of NOW Productions with assistance from WJCU and edited by Daniel Steinberg of Dim Sum Thinking. The show’s topic was Citizen Engagement with Public Bodies. On the panel I was joined by a Parent Community Activist, and a Member of the Shaker Heights School Board. The discussion focused on trying to better understand the dynamics of engagement and to figure out how to make the interactions more effective for everyone concerned. This particular show may even get picked up by NPR. I will let you know when the show schedule to hit the air if you are interested in listening.

Call to Action on HB 153
The HB 153 the State Budget has passed out of the Ohio House of Representatives and Ohio Senate and is now scheduled before a conference committee. This is our last opportunity to make our voices heard regarding various issues contained in this legislation prior to the bill being sent to the governor. If you are able to please send an e-mail or make a phone call to the members of the conference committee with your concerns. Conferees include Rep. Ron Amstutz (R-Wooster), Rep. John Carey (R-Wellston), Rep. Vernon Sykes (D-Akron), Sen. Chris Widener (R-Springfield), Sen. Michael Skindell (D-Lakewood) and Sen. Shannon Jones (R-Springboro). When speaking with lawmakers please tell them to KEEP the changes made by the Senate to HB 153 for public education. The Senate version of the budget is a step in the right direction. The Senate version would restore approximately $1.5 million of the $4.9 million planned to be cut to North Royalton School District in the original Governor's budget. Attached are meeting minutes from the April 6th Special School Board Meeting and April 11th Regular School Board Meeting.

LAST WEEK IN YOUR SCHOOL BOARD

The School Board met on June 13th for its’ June Regular School Board Meeting. Some highlights from the meeting. The board had several guest. Beth Iafigliola, Bev Schultz, Mark Skor and Gina Stabile were honored at the board meeting for their achievement of Master Teacher status. The Board approved the Reappointment of Ed Vittardi as Superintendent of the North Royalton City School District effective August 1, 2012 through July 31, 2015. Also the Board approved a resolution authorizing an issue of energy conservation improvement notes, series 2011, of this school district, in the aggregate principal amount of $216,940, in anticipation of the issuance of bonds for the purpose of paying costs of installations, modifications and remodeling of school buildings to conserve energy. Board approved a resolution designating depositories of public moneys of the North Royalton City School District. The Board adopted a resolution honoring our community volunteers. Board certified the Year 2011 Graduates. The Board adopted a resolution honoring various staff retirements. The Board approved a resolution reinstating an employee on the reduction in force list. LAST WEEK IN YOUR SCHOOL BOARD

The School Board met on June 7th for its’ Board Work Session. The Board received an update on the progress of the district’s strategic plan. The Board got an update on the status of HB 153 the state budget. The stadium project is well underway and construction crews are working hard to get it completed on time for late August. Board was given an update that the wind turbine project is not dead, but the district will wait until the stadium is completed before pursuing it any further. Board discussed the proposed changes to athletic workers salary schedule for the 2011-2012 school year. There was discussion about staffing levels for 2011-2012 school year. Board discussed the district participating again in Operation NR Cares program that helps students and families in need living in North Royalton. Board discussed the policies recommendations for finance and fiscal operations. The Board will hold off until July before taking any action on these policies recommendations, so board members can take time to review them closer. The Board discussed its’ options regarding the 4.4 mil renewal levy that expires in 2012. The Board also went into Executive Session for the purpose to discuss the employment of personnel. The Board reviewed the June Regular Meeting agenda items, and such other matters that came before the Board.

School is out for summer!
June 10th was the last day of school in the North Royalton School District for the 2010-2011 school year. I wish all our students a fun and safe summer!

State Budget (HB 153)
On June 8th the Ohio Senate passed it’s version of the State Budget HB 153 by a 23-10 vote. The House did not agree with the Senate’s changes and now HB 153 goes to a conference committee between the two legislative chambers to work out their differences in the bill. The Senate version of the State Budget included the following changes:

• Restoration, for all districts, FY2011 levels of state foundation formula funding (minus stimulus dollars) for both FY2012 and FY2013.

• A $17/pupil award for all districts in which report card rankings were excellent or excellent with distinction.

• Removal of most of the language mirroring provisions in S. B. 5.

• Removal of most of the language inserted by the House that would liberalize charter and voucher authority.

The Senate version of the budget is a step in the right direction. The Senate version would restore approximately $1.5 million of the $4.9 million planned to be cut in the original Governor's budget. This indicates significant progress but is as vital as ever as to please stay in touch with our legislators, you are making a difference! LAST WEEK IN YOUR SCHOOL BOARD



On May 30th I marched in the Broadview Heights Memorial Day Parade. Parade serves as the gathering ceremony for the memorial service which honors our fallen soldiers. As a U.S. Army Veteran, I was very touched by the excellent memorial service at the end of the parade to honor all veterans in the area. Again, thank you to all those who have served our great nation!

Attended the 2011 NRHS All Sports Banquet on May 31st. Congrats to all the achievements of our student athletes and to those who were inducted into the NRHS Athletic Hall of Fame!!!

On June 1st the Policy Committee met to review the Board Policy Recommendations for Finances and Fiscal Operations. Tom Giffels from Flanagan & Giffels Co. L.P.A. gave a presentation on how the recommended policy changes will help make the Board’s policies more efficient and improve district operations.

On June 3rd participated in the Commencement Ceremony for the North Royalton High School Class of 2011 at the State Theater in downtown Cleveland. It was an honor to shake the hands of each of our 376 graduating seniors from NRHS. The Class of 2011 is a very special graduating class for me personally, because my little twin sisters Dana and Grace Langshaw are part of this class. I have seen first-hand many of these students grow into young adults that they are today. Congrats to the NRHS Class of 2011!!!
