Board Update



Good Evening:

LAST WEEK IN YOUR SCHOOL BOARD

On February 22nd I Visited the Statehouse in Columbus and had a brief opportunity to speak with our State Senator Tom Patton and others in the legislature about concerns regarding the upcoming state budget and other pieces of legislation. Governor John Kasich will be unveiling his budget next month and we will have a better idea what we are facing. However, I oppose any major cuts to public education by the state. Education is a key to helping Ohioans get back to work and to giving our children a chance at a better future! I plan to work with my colleagues on the school board in the coming months and will look at ways our district’s voice can be heard loud and clear in Columbus! I encourage all of you to closely follow this upcoming state budget and I will try and provide helpful information on the impact it will have on our district once it is announced.

The School Board met in the morning on February 24th for a Special School Board Meeting. The special meeting was needed because of the tight timetable we are on for the stadium project. The Board approved an appropriations adjustment of the district’s permanent improvement fund. The adjustment was necessary because of the upcoming stadium project. Also the Board approved award bids for the stadium bleacher renovation for phase II. Bleacher replacement bid package #1 (Bleacher Replacement Home Side-Weld Deck) was awarded to Dave York Sports Inc. for base bid of $804,600.00 and bleacher replacement bid package #2 (Bleacher Renovation-Visitor side and new band bleachers-weld deck) to Sturdisteel Company for base bid of $259,200.00. We are getting a good deal and the bids came way under estimates for the bleachers. The Board also approved award bids for the bus facility improvement projects. The bus facilities site improvements contract was awarded to Mudd Construction Company Inc. for base bid of $110, 868.00 and the bus facility site electrical contract was awarded to Atlas Electric Company for base bid of $27,600.00. The Board was also informed that High School Principal Carol Moehring plans to retire at the end of the school year. The Board approved also various other items and such other matters that came before the Board. (Attached is a copy of what the bus facility will look like).




On the evening of February 24th I helped organize over fourteen school districts in Ohio’s 24th Senate District to meet for an Educational Roundtable Discussion on the topic of Preserving our Funding in the Next State Budget at the North Olmsted Middle School Auditorium. North Olmsted School Board Member Terry Groden and I teamed up to organize the event. With so much at stake in the next biennium state budget for school districts, the we thought it was important to look beyond city boundaries in hopes to work together towards finding common solutions with the growing budget concerns for education funding in the state. School districts have been hearing they could lose 15 percent to 20 percent of their state funding as Ohio tries to erase an $8 billion budget deficit. The event was attended by School Board Members, Superintendents, Treasurers and key stakeholders from: Bay Village, Berea, Brecksville-Broadview Heights, Chagrin Falls, Cuyahoga Heights, Independence, Mayfield, North Olmsted, North Royalton, Olmsted Falls, Orange, Rocky River, Parma, and Westlake. State Representative Marlene Anielski R-17, Cuyahoga County Councilman Dave Greenspan of District 1, and other elected officials were in attendance as well. Officials talked about the Governor Kasich’s upcoming budget, property taxes and levies, education reform, collective bargaining, future outlook for education with a diverse panel of experts that included: State Representative Nan Baker R-16, Zach Schiller from Policy Matters Ohio, Michelle Francis from the Ohio School Boards Association, Director of Governmental Development Tom Ash from the Buckeye Association of School Administrators, Executive Director Anthony Podojil from The Alliance for High Quality Education, and Treasurer Tim Pickana from the Solon City School District. We hope to meet again sometime in April at Cuyahoga Heights High School. Also below are links to the YouTube video clips of the event and some links to news articles about it as well.

On a Sad Note our school district loss Sue Dybiec, a long-time Cafeteria Worker at the High School to cancer. She had been battling a serve form of cancer for the last several months. I just want offer my condolences to the entire Dybiec Family during their time of need. Sue touched many lives and she will be greatly missed in our district!

The North Royalton Educational Foundation is planning on having its Texas Hold-em Tournament on Friday March 4, 2011 at Sleepy Hollow Golf Course. The money raised for this event goes directly back to students and staff in the form of grants and scholarships. Attached is a flyer with more information.

Board Update

Good Evening:

If you have any friends or neighbors who would like to receive my weekly e-mail updates please let me know and I will be sure to add them to my e-mail list. I am working hard to make sure all those in our district are kept informed what’s happening with the School Board and the North Royalton School District.

Many of you, who participated in my online survey a few months ago, indicated that you would like for me to include the meeting minutes from previous School Board Meetings. I think that is a good idea and starting with this update I will do that. Attached are the meeting minutes from the January School Board Work Session and Meeting.

LAST WEEK IN YOUR SCHOOL BOARD

The School Board met on February 14th for its’ February Regular School Board Meeting. The Board had a guests and presentations. 7th Grade North Royalton Middle School student Emily Rowlett, a member of the middle school student council, gave a presentation on the various activities and community service projects they have been doing throughout the school year. Also High school students Emily and Nicole Arendt shared how the Computer Club has reached made a difference in the community by providing area seniors with computer classes. The Board approved a resolution approving and authorizing a ground lease and lease-purchase agreement and related documents providing for the construction, furnishing and equipping, and the lease and eventual acquisition, of improvements to the school district’s buildings and building sites including improvements to the school district’s high school stadium and building site and other improvements for school district purposes, and authorizing and approving other related matters. This resolution is one of the first things we had to approve in moving forward with the district’s stadium project, the next step will be to go out to bid on the various aspects of the project construction. The Board approved the appointment of Anne Reinkober as delegate and Len Reinhard as alternate to the Ohio School Boards Association’s Annual Meeting, November 13-16, 2011. In addition the Board approved the North Royalton High School Course Catalog for the 2011-2012 school year. The Board also approved acceptance of various resignations, appointment of certificated/licensed and classified employees, amend appointments-supplemental contracts, appointments of personal service contracts, volunteers, and appointment of evening school staff. Board approved Parental Transportation Contracts (as per Ohio Revised Code Chapter 3327) for students attending schools where bus transportation is not provided effective for the 2010-2011 school year. The Board approved a resolution in accordance with the an agreement with the GonzOIL Inc, to renew/approve the no surface trespass oil and gas lease for the Abbey Road Property owned by the school district. I would like to note the money from this well goes towards the district’s
permanent improvement fund. Also the Board approved an agreement with the City of North Royalton for the leasing of premises located at 10789 Royalton Road (Compost Facility Complex) for use as a storage facility and office space for the school district’s transportation department. Because of the stadium project we have to relocate where we store our buses. The Board also went into executive session to discuss the employment of personnel. The Board approved also various other agenda items, and such other matters that came before the Board.

NO SCHOOL—February 21st for President’s Day

City Recreation Board Meeting on February 22nd at 6pm @ City Hall, 13834 Ridge Rd., North Royalton, OH 44133.

The School Board will meet on February 24th for a Special School Board Meeting at 7am @ the North Royalton Board of Education Office Conference Room, 6579 Royalton Rd., North Royalton, OH 44133 to award a bleacher package, award a bus storage facilities improvement package, approve a cell tower agreement, approve an advance, and discuss such other matters that may come before the Board.

Roundtable Discussion
As you know I have been working with North Olmsted School Board Member Terry Groden to organize a roundtable discussion in early January but unfortunately it had to be postponed due to bad weather. I am happy to report that we have a rescheduled date. The new date for the roundtable discussion will be this Thursday, February 24th at 7pm at the North Olmsted Middle School Auditorium, located at 27351 Butternut Ridge Road, North Olmsted, Ohio 44070. The Educational Roundtable Discussion for Schools in Ohio’s 24th Senate District on the topic of “Preserving Our Funding in the Next State Budget”. The roundtable is for school board members, administrators, and key stakeholders in the 24th Senate District. The event is open to members of the public as well. The purpose of the roundtable is to raise awareness about the importance of the next state budget and to be educational for those in attendance. The roundtable will still be the same format and panel of experts. School districts planning to attend currently includes: Bay Village, Berea, Brecksville-Broadview Heights, Chagrin Falls, Cuyahoga Heights, Independence, Mayfield, North Olmsted, North Royalton, Olmsted Falls, Orange, Rocky River, Strongsville, Solon, and Westlake.
Our panel of experts features the following people:
• State Senator Tom Patton, 24th Ohio Senate District
• Zach Schiller, Research Director for Policy Matters Ohio
• Michelle Francis, Ohio School Boards Association
• Tom Ash, Director of Governmental Development, BASA

Board Update

Good Morning:

I am working hard to make sure all those in our district are kept informed what’s happening with the School Board and the North Royalton School District.

LAST WEEK IN YOUR SCHOOL BOARD

The School Board met on February 9th for its’ Board Work Session. The Board got an update on the status of the internal audit of the district’s central office, which will help make the district more effective operationally. 76% of the district’s strategic plan is currently underway. The Board got an update on the district’s food services and is looking at ways to make it more fiscally responsible; the board will continue to evaluate this more in March. The Board also got another update on day care center transportation. For the bulk of the work session the Board received an update on the status of the Stadium Project and discussed various aspects of it. So far the North Royalton Stadium Foundation has raised over $850,000 for the project and will continue to raise the necessary funds needed for the turf and track. The architectural firm and construction mangers discussed with the Board the design and development documents. There will be 3,074 seats for the home side bleachers including handicap accessible seating. The visitor side bleachers will have 2,544 seats including handicap accessible seating. Then for our band there will be 317 seats for the band bleachers. The district is in the process of getting ready to go out to bid on various aspects of the project. The first item the district will go out to bid on is the bleachers. Construction on the project will start on May 2nd and be completed on August 19th, which will be in time for the start of football season. Attorney’s from Squire, Sanders & Dempsey were present to discus the financing aspects of the project. The Board went into executive session to discuss the employment of personnel. The Board reviewed the February Regular Meeting agenda items, and such other matters that came before the Board.

On February 11th at the halftime during the North Royalton/Normandy boys’ varsity basketball game, the winner of the Serpentini Chevrolet Car Raffle winner was announced. I want to offer a special congrats to the winner of the 2011 Chevy Cruze, Craig League of North Royalton! As a fundraising effort for the North Royalton Stadium Foundation’s renovation project and various school organizations, student athletes, band and choir members, students participating in clubs/groups, PTA, booster organizations, and staff members sold $10 raffle tickets to help raise the money. Proceeds of the fundraiser totaled more than $52,000. Serpentini Chevrolet has donated a car to the North Royalton City Schools for the past three years that has helped raise more than $140,000 for North Royalton City Schools’ programs and activities. In 2010, Bob Serpentini was a recipient of the North Royalton City Schools Friend of Education award. This past fall, he committed $100,000 to the naming of our newly renovated stadium. I also like to thank Bob Serpentini and all those who contributed to the stadium project. Your generousity is a key reason why we are able to make this stadium project come true for our students and community.

Board Update

Good Evening:

Hope everyone has a fun time watching the Super Bowl! I think we all wish that one of these days we can see the Browns in the Super Bowl! So……….GO BROWNS!!!!

LAST WEEK IN YOUR SCHOOL BOARD

On January 31st, I held my Monthly Constituent Coffee at the French Quarter Café. I just wanted to thank those who stopped by to give me their feedback. I hold these monthly coffees in order to stay in touch with fellow residents and listen to their feedback. There is no appointment necessary. Simply stop by and talk to me. I will keep you posted when my next monthly coffee in February will be.

On February 4th I volunteered at the North Royalton Kiwanis Club Annual Reverse Raffle. I am proud member of the North Royalton Kiwanis Club and have been involved with Kiwanis since my days at North Royalton High School when I was a member of Key Club. All the proceeds from the Reverse Raffle went towards all the charitable projects that Kiwanis does for the North Royalton Community. It was a great fun filled night! I just want to thank all those in Kiwanis for all that they do for our community, especially our school district!

Snow Days Update
As you may know our district has used four calamity days this school year. School districts are allotted three days for this school year 2010-2011 but legislation pending under HB 36 would reinstate two extra days for a total of five. The House Education heard testimony on this legislation and all indications are that this will pass very soon. Currently our district does not have to make up any days. The reason is that 180 days of instruction are mandated for the State of Ohio, and we have 181 days as part of our school calendar. The district’s administration will continue to explore the implementation of makeup days should that action be necessary. Please know despite the possibility of makeup days the administration will not make decisions in this area that would place our students and/or staff in unsafe situations. Student safety is one of our number one priorities. Hopefully, the ground hog was right and it will be spring soon!

Representative Anielski to Hold District Office Hours
Many of you might not know that the North Royalton School District falls into two different state house districts of the 17th in Broadview Heights and the 18th in North Royalton. State Representative Marlene Anielski (17th District) will be holding
district office hours throughout February and March. No appointment is necessary for these office hours and everyone is encouraged to participate. Those of you who live in Broadview Heights part of our school district and are interested in meeting our State Representative here are some of her scheduled office hours:
