State Budget Update

State Budget Update

I just wanted to give you an update on the State Budget. Preliminary reports regarding the Senate's substitute budget bill (HB 153) indicate that the following will be included:

• Restoration, for all districts, FY2011 levels of state foundation formula funding (minus stimulus dollars) for both FY2012 and FY2013.

• A $17/pupil award for all districts in which report card rankings were excellent or excellent with distinction.

• Removal of most of the language mirroring provisions in S. B. 5.

• Removal of most of the language inserted by the House that would liberalize charter and voucher authority.

The Senate Finance Committee is expected to accept the sub bill later today and hold a committee vote no later than next Tuesday. The full Senate would then vote on Thursday, June 9th.

Following passage by the Senate, the bill would go to the House for concurrence on the Senate amendments – which never happens on a budget bill – following which a conference committee would be formed to settle the difference in the two versions.

The Senate version would restore approximately $1.5 million of the $4.9 million planned to be cut in the original Governor's budget. This indicates significant progress but our continual communication is as vital as ever as the Senate and House both need to hear from us. The planned Senate version of the budget is a step in the right direction.

Please stay in touch with our legislators, your voice is making a difference!

North Royalton City Schools’ Crystal Starfish Award Winners
Beth Schneider, North Royalton Middle School’s cafeteria manager was the recipient of the Crystal Starfish Staff Award. In addition to her Crystal Starfish plaque, she received a $100 gift certificate to Westfield/Southpark Mall, a $100 gift certificate to Buca di Beppo restaurant, and flowers, balloons, and a $50 gift certificate from Creations by Lynn and Royal Towne Florist. Schneider was nominated by her colleague. An excerpt from her nomination states, “Not only does she manage our crew to feed 1,500 plus students and staff every day, she managed to prepare special needs students’ lunches, those with severe allergy conditions, prepare for the spaghetti dinner fundraiser for 16 years, the district breakfast in December, end of the year reception, teachers’ special requests, cub and bear breakfasts, pride of NRMS breakfast, eighth grade farewell cookout, and so much more. Her devotion to the children and her staff has inspired our crew at the middle school café to excellence.” Beth has successfully completed the “Healthy Challenge: Gaining Skills for a Better Future” Ohio Department of Education Division of Child Nutrition Service Program. The middle school cafeteria also has received the Buckeye Best Award for two consecutive years. Diane Prokopovich, a seventh grade math teacher at North Royalton Middle School was the recipient of the Crystal Starfish Teacher Award. She receives a $250 from First Federal of Lakewood, to be used towards professional development, a $100 gift certificate to Buca di Beppo restaurant, as well as flowers, balloons, and a $50 gift certificate from Creations by Lynn and Royal Towne Florist. She was nominated by a parent. An excerpt from her nomination states, “Our world has been enlightened to what an amazing teacher Mrs. Prokopovich truly is. She takes the time to listen and graciously offered to give our child extra help. I admire her for giving my child the encouragement needed. She truly is an inspiration as a teacher. As a parent, she has encouraged me as well. I would love for her to be recognized as a difference-maker in childrens’ lives.” Mrs. Prokopovich has been with the district since 2000. The award honors those that are “making a difference above and beyond” each year. Students, colleagues, parents, and community members were encouraged to submit their nominations of both a teacher and staff member they felt deserves special recognition. Congrats to both them and all those in our district who make a difference each and every day.

LAST WEEK IN YOUR SCHOOL BOARD

Testified before the Ohio Senate Finance Committee on HB 153
On May 17th I gave opposition testimony on Amended Substitute House Bill (Am. Sub.) 153, the State Operating Budget before the Ohio Senate Finance Committee in the Senate Finance Hearing Room of the Statehouse in Columbus. I was among over forty individuals from various school districts and organizations from throughout the state of Ohio to offer public testimony on the impact of HB 153 during days hearing. This is the second time I have given testimony on behalf of our school district. Back on April 7, 2011 he testified before the Ohio House of Representatives Finance Subcommittee on Primary and Secondary Education on the devastating impact of HB 153 will have on the North Royalton School District. Since then the budget that was approved by the House made minor changes to the governor’s original proposal. In the most recent version, the North Royalton School District stands to lose $4.6 million rather than $4.9 million which will still have a profound impact on the district. In my testimony I shared with lawmakers a recent resolution that was approved by the North Royalton School Board opposing the devastating funding cuts. In my testimony I stressed to members of the committee “we urge the state legislature to focus on including a reduction cap of 20% or less on the total state funding districts received in fiscal 2011. This includes not only state foundation aid, but the tangible personal property reimbursement and utility KwH reimbursement as well”. I think my testimony and the Resolution from my Board sent a clear message on how to turn this budget around. I hope the Senators were listening. Besides giving testimony I also met with State Representative Dovilla's Legislative Aid Chris. In addition I also had an opportunity to meet one on one with State Representative Anielski.

Board Letter to the Editor
If you haven’t had a chance to read the Board Letter to the Editor to the local newspapers, below is a copy of the one that was printed in the North Royalton Post this past week.

Districts like NR losers in state budget debate

Dear Editor,

The discussion of the governor's state budget, not being as bad as some had feared in education, would disproportionately reduce state funding to school district such as ours. HB 153 would mean a devastating funding loss to the North Royalton City School District of almost $5 million (38%) in the next biennial budget.
In May 2009, our school community stepped up during one of the toughest recessions since the Great Depression to pass a 6.2-mil levy because they value public education. Our community has done its part. We, the North Royalton Board of Education, have been working hard to ensure that the Columbus lawmakers do their part. Over the last several months, the Board has been meeting with state lawmakers to discuss the impact this budget will have on the North Royalton School District. In addition, one of our board members testified before the Ohio House of Representatives during committee hearings on HB 153.

At our most recent board meeting on May 9, we unanimously approved a resolution opposing these funding cuts. The resolution urges the legislature to not penalize our district and like districts while offering increases to other districts. We also urge the state legislature to focus on including a reduction cap of 20% or less on the total state funding districts received in fiscal 2011. This includes not only state foundation aid, but the tangible personal property reimbursement and utility KwH reimbursement as well.
Unfortunately the budget was approved by the House on May 5 with only minor changes to the governor's original proposal. In the most recent version, we stand to lose $4.6 million rather than $4.9 million which will still have a profound impact. The budget debate is far from over; as the Senate can still make changes to the House version. We urge all residents to contact state senator Tom Patton as soon as possible to voice your concerns. Also continue to contact our state representatives Mike Dovilla and Marlene Anielski as well.

For more information on how HB 153 will impact the North Royalton School District and contact information for our state lawmakers, please visit our Web site at www.northroyaltonsd.org.

Sincerely,
The North Royalton Board of Education.

Copy of Board Member Langshaw's Senate Testimony on HB 153

OPPONENT TESTIMONY ON HB 153 BY

DAN LANGSHAW
NORTH ROYALTON SCHOOL BOARD MEMBER

BEFORE THE

OHIO SENATE FINANCE COMMITTEE

May 17, 2011

Chairman Widener, Vice Chair Jones, Ranking Member Skindell, and committee members. Thank you for the opportunity to testify on Amended Substitute House Bill (Am. Sub. HB) 153 the State Operating Budget. My name is Dan Langshaw and I am member of the North Royalton School Board.

On behalf of my school district and the over 4,700 students in our community that we serve, I am here to express opposition to Am. Sub HB 153 in its’ current form. Back on April 7, 2011 I gave testimony on HB 153 and its devastating funding loss to the North Royalton City School District of almost $5 million in the next biennial budget. This amounts to a total percentage cut of 38% in state funding.

My district has met every state and federal accountability measure imposed upon us, and our students continue to achieve at the highest of levels. Our school district continues to rank high in performance with one of the lowest cost per pupil expenditures in the entire county. In May 2009 our community stepped up during one of the toughest recessions since the Great Depression to pass a 6.2 mil levy because they value public education! Our community has done all that they can do, yet their reward is the state failing to do their fair share. The Governor may claim to be holding the line on taxes at the state level, but his actions are clearly passing the greater tax burden onto local communities like the North Royalton City School District.

The budget that was approved by the House made minor changes to the governor’s original proposal. In the most recent version, my district stands to lose $4.6 million rather than $4.9 million which will still have a profound negative impact on our district. We appreciate the effort that was made in the House in regards to State Foundation Aid; however it does not go far enough to address the issues that still remain with funding public education in our state.

Attached in my testimony today is a resolution from my board that was recently unanimously approved opposing these funding cuts. In our resolution we urge the legislature to not penalize our district and like districts while offering increases to other districts. We also urge the state legislature to focus on including a reduction cap of 20% or less on the total state funding districts received in fiscal 2011. This includes not only state foundation aid, but the tangible personal property reimbursement and utility KwH reimbursement as well.

In closing, Senators it is our hope that the Senate Finance Committee will support an amendment similar to the one introduced on the floor of the House by Representative Mike Dovilla to HB 153, that will address the issues I have just mentioned. Until that happens, we will remain in opposition to Am. Sub HB 153.

Thank you for the opportunity to speak to you. I am happy to answer any questions you may have.

LAST WEEK IN YOUR SCHOOL BOARD

The School Board met on May 9th for its’ May Regular School Board Meeting. Some highlights from the meeting. The board had several guest. High School English Teacher Mike Hemery, was recognized for being a published author. A High School Student gave a presentation about her recent internship with District Communications Person Charlene Paporizos. Also High School Teacher Jen Forshey was recognized for being awarded the Plain Dealer’s Crystal Apple Award. The Board approved an appropriations adjustment. A transfer from the General Fund to the Bond Retirement Fund was approved. The Board approved Five-Year Forecast and Assumptions. The Board unanimously approved Resolution No. 2011-92, Statement of Opposition by the North Royalton Board of Education to HB 153 Relating to Public Education Funding. The Board accepted various resignations and changes in personnel. A few worth noting: the Board accepted the resignation of the administrative contract of Beth O’Donnell and then accepted recognizing her continuing teaching contract by operation of law. The board also approved amending the administrative contract of Jeff Hill, to reflect his transfer to the position of Building Principal at Valley Vista Elementary effective August 1, 2011. In addition the board approved Mickey Becerra to be the new High School Principal effective August 1, 2011 through July 31, 2013. The Board approved a resolution for a reduction in force and suspension of certificated/licensed staff contracts. The following positions have been eliminated: School Counselor, ECC Music, ECC Art, and Small Group Instructor (St. Albert the Great School). By a 4-1 vote the board approved layoffs of classified staff. The following positions have been eliminated: (1) Cafeteria Worker each at (Albion, Valley Vista, & Royal View School) and 1 Aide at the Middle School. I voted No. I opposed specifically the layoffs of the cafeteria workers. Since taking office back in 2010, the Board has been discussing sustainability issues with funding our food services department. One of the major losses in revenue for the district food services department is the ECC. I believe the district must deal directly now with the issues of the long-term viability of the ECC food service program and pursue much more creative options. My fear is until then, regardless of these layoffs we will return right back in this same situation next year. I hope the administration can prove me wrong, but I just couldn’t support these cuts. Also by a 4-1 vote the board approved a Resolution Authorizing a Change Order of $152, 359.51 to the General Trades contract with JTO, INC. for increased scope of work to the High School Stadium Project. I vote No on the change order. As a former high school varsity athlete and as an Athletic Boosters Member I am a big supporter of the Stadium Project. I have even personally made donations to the project and want to see it get completed. However, I couldn’t support the change order. People want this project done right. The resolution and extra costs would not have been necessary if our architect did not make a mistake. The board had 3 options to correct this. I believe option 2 of bidding this work out separately was the better way to go. The board approved a resolution granting an easement for water utility purposes to the City of Cleveland in connection with the Stadium Improvement Project and authorizing the Treasurer and President of the Board to execute an easement for water meter vault agreement. Board also approved a resolution authorizing the execution and delivery of a retail power sales agreement between the district and the Ohio School Council’s endorsed supplier, First Energy Solutions. The Board approved also various other agenda items, and such other matters that came before the Board.
Here is a link to the Audio Recording of the May 9th Board Meeting:
http://www.northroyaltonsd.org/external/audio/050911RegMtg.mp3

On May 11th Cuyahoga Heights School Board Member Reno Contipelli and I organized a Joint Press Conference for School Districts in Cuyahoga County on State Budget Cuts. Over 7 area school districts participated and Ohio School Boards Association’s Legislative Services Director Damon Asbury gave an update on the state budget and what districts could to lobby the legislature. The Cleveland Plain Dealer covered the event and their article can be found at: http://blog.cleveland.com/metro/2011/05/educators_urged_to_keep_the_pr.html#cmpid=v2mode_be_smoref_face

On May 12th attended the North Royalton High School Senior Scholarship Night. I also had the honor of presenting the recipient my 7th Annual Dan Langshaw Leadership Scholarship to Lauren O’Connor. John Quincy Adams once said: “If your actions inspire others to dream more, learn more, do more and become more, you are a leader”. Lauren is definitely a leader and I wish her the best with her studies at Bowling Green State University. Congrats to all those in the Senior NRHS Class of 2011, who received local college scholarships.

Board Update

Good Evening:

Happy Mother’s Day!

LAST WEEK IN YOUR SCHOOL BOARD

On May 4th attended the SCENE Meeting about governor’s proposed budget and impact North Royalton School District. Governor Kasich’s Budget Proposal would cost North Royalton School District almost 5 Million Dollars in the next Biennium Budget. Our district will take a devastating hit from the Governor’s budget if nothing of significance changes. The SCENE was hosted by Superintendent Ed Vittardi and Treasurer Rich McIntosh who both discussed how the state funding cuts will impact our district.I just want to thank all those who were able to attend.

The School Board met on May 5th for its’ Board Work Session. The Treasurer provided the Board with an updated 5 Year Forecast for the District. The Board discussed the impact of HB 153 (the state budget) and what steps can be taken to increase public awareness. There was also discussion about the impact of pending legislation HB 136, which could also divert more money away from the North Royalton School District. The Board was given an update on the progress of the Stadium Project. Board also discussed the results of the Board Evaluation and how to go about finalizing the Board’s Goals for the year. The Board also went in Executive Session for the purpose to discuss the employment of personnel. The Board reviewed the May Regular Meeting agenda items, and such other matters that came before the Board.

State Budget Update
Unfortunately the budget was approved by the House on May 5th with only minor changes to the governor’s original proposal. In the most recent version, we stand to lose $4.6 million rather than $4.9 million which will still have a profound impact. The budget debate is far from over; as the Senate can still make changes to the House version. I urge all residents to contact state senator Tom Patton as soon as possible to voice your concerns. Also continue to contact our state representatives Mike Dovilla and Marlene Anielski as well. Below is their contact information:

NEW District Website
North Royalton City Schools launched a new design of our district website today that has a more user-friendly navigation, school calendar, and incorporates more photos, videos, and links. The address remains the same: http://www.northroyaltonsd.org. As part of the district’s five year strategic plan, a website committee was formed and has been meeting since the fall to develop the new look and content. The community will find that our site will be easier to access specific information. Our goal is to have one place to access everything you need. The public will notice a significant difference visually when they reach the homepage. There you can find the School Calendar, News & Events, Quick Links, video welcome message from the Superintendent, video highlighting what is happening in the school buildings, as well as a link to the district’s Facebook page.
The district is also expanding its efforts to communicate with the community through regular e-communications and are looking for people to sign up for their e-blasts on the home page of the district’s new website at www.northroyaltonsd.org. The district plans on using this new form of communication to update residents and school families on upcoming events, programs, and announcements. When community members sign up, they will have the choice to get messages from the district as a whole or individual school buildings. The goal of the district is to have every school family signed up to receive emails by the end of the school year. The district also has begun advertising on the homepage of the website. Businesses will have the opportunity to purchase a six-month or one-year advertising commitment and their logo will appear in a rotating box on the bottom right corner of the homepage. Businesses interested in being one of the first to advertise on the new site can call Assistant Superintendent Jim Presot at 440/582-9034 for more information and pricing.

LAST WEEK IN YOUR SCHOOL BOARD

On April 27th attended the North Royalton Educational Foundation Membership Reception to honor the 2011 Grant Recipients, Teacher of the Year, Support Staff Person of the Year, and Retirees. I just want to again offer my sincere congrats to Bryan Sheffield for being the Support Staff Person of the Year and Carmen Rademaker for being the Teacher of the Year. We are so blessed to have such great teachers and staff in our school district!

Attended the North Royalton PTA Founders’ Day Celebration on April 28th. It was a great evening to recognize the National PTA Life Achievement Award winners, Ohio PTA Achievement Award winners, past PTA Presidents, and PTA Achievement Awards. Also the PTA Officers for the 2011-2012 school year were installed. I want to personally thank all those who are members of the PTA for all the great work that they do for our school district and the difference they make in the lives of our students and staff!

On April 30th attended State Representative Mike Dovilla’s office hour at the North Royalton Library. I expressed the unhappiness about the Substitute HB 153 and the amendments House made. The cap on the reduction of funding in the substitute bill only applies to state foundation aid. So instead of losing $4.9 million dollars we lose $4.6 million dollars. This is totally unacceptable! In addition to discussing HB 153, I also discussed how devastating that pending legislation such as HB 136 could also result in further funding being diverted from our district to other sources. Please continue to contact our State Representatives and share your concerns! Below is their contact information:

State Budget Update
Please find below new information from the Ohio School Boards Association regarding the Governor's Budget with proposed House amendments. It is clear these proposed amendments offset the North Royalton School District $ 4.9 million dollar impact by approximately $111,000 in 2012 and $138,000 in 2013 and effectively leaves us with a loss of more than $4.6 million dollars over fiscal 2011. This continues to be extremely unfair impact on our school district and community. For more information please try attending the SCENE meeting this Wednesday at 7pm in the Community Room at NRHS where we will discussing the budget proposal and impact upon our district.

Budget Update from the Ohio School Board Association:
The House Finance Committee accepted Substitute House Bill (HB) 153, the House version of the state biennial budget bill. BASA, OASBO, and OSBA are in the process of analyzing the language in order to prepare for possible testimony this weekend or early next week, and also for amendments we might request.

We will send more information to districts early next week about the details of the substitute bill and we will be updating our budget FAQ. In the meantime, we have included the announcement of the substitute bill by House Speaker Bill Batchelder (R-Medina) that includes a list of changes proposed by the House Finance Committee. The list it is not exhaustive. Click here for a copy.

The following is a short list of key changes from our initial review of the substitute bill:

• District losses in State Foundation Aid have been capped at 20% -- according to media reports; this affects only about 20 districts.
• The phase-down of the Tangible Personal Property (TPP) and Public Utility Tangible Personal Property (PUTPP) replacement payments would end after fiscal year (FY) 2013. The 2% cap rule for determining a district’s phase-down for this budget remains the same as in the Governor's proposal. This means over half of the districts will not be receiving reimbursement for TPP after this budget, and most districts lose their PUTPP reimbursement by the end of this budget. However, it appears that Substitute HB 153 does not phase down payments further beyond FY 2013 for those districts that still have payments remaining.
• Because of updated valuation data, a slight adjustment to the charge-off valuation index used to calculate district-by-district reductions to account for the loss of federal State Fiscal Stabilization Fund (SFSF) dollars is contained in the substitute bill.
• The 2% contribution rate shift for retirement from employers to employees was removed from the bill.
• There are several new provisions that appear to expand "choice" by expanding options for community schools and relaxing some accountability measures.

A comparison document prepared by the Legislative Service Commission (LSC) showing the differences between the original version of HB 153 and the new substitute bill can be found by clicking here.

Also, you can review the changes in your state aid by accessing your district’s figures at http://ode.legislature.state.oh.us/stateaid_house/. Please note that the state aid on this link is your foundation aid plus the reimbursements for your TPP and PUTPP. For FY 11 this includes SFSF. Any increase noted for your district is related to the change in the foundation formula proposed by the House Finance Committee.

We will continue to keep you updated as the budget moves through the House. The full House is expected to pass their version of the budget before the end of next week.

THIS WEEK IN YOUR SCHOOL BOARD

This week there are various meetings and events.

The School Board will meet on May 5th for its’ Board Work Session at 6pm @ the North Royalton Board of Education Office Conference Room, 6579 Royalton Rd., North Royalton, OH 44133. The Board will be reviewing the May Regular Meeting agenda items, and such other matters that may come before the Board.

May SCENE Meeting
How will the proposed governor’s budget impact North Royalton City Schools? Governor Kasich’s Budget Proposal Would Cost North Royalton City Schools almost 5 Million Dollars in the next Biennium Budget. Our district will take a devastating hit from the Governor’s budget if nothing of significance changes. Please encourage your neighbors and friends to attend this very important meeting. Hosted by Superintendent Ed Vittardi and Treasurer Rich McIntosh on May 4, 2011 at 7:00pm at the North Royalton High School Community Room located at 14713 Ridge Rd., North Royalton, OH 44133.
